* Although this is a hybrid opportunity, the successful incumbent must reside within the State of Washington and must be available to report to the duty station located in Olympia, Washington as needed. The selected candidate may be able to telework/work remotely up to 2 days per week at the discretion of the supervisor.

Embrace this role to provide the framework for all agency budget processes, playing a role in budget discussions and monitoring the status of the Department’s operating and capital budgets.
This is an opportunity to provide customer service and budget assistance for Department staff, research and analysis on budget topics, budget report generation, analysis and development of cost estimates, and support of fiscal note and budget development.
WHAT TO EXPECT
Among the varied range of responsibilities held within this role, this position will:
Provides budget analysis and assistance to both program staff and central budget office staff.
- Provides support for the maintenance of the Department’s Charts of Accounts, monitoring for accuracy and making process improvements as needed.
- Develops and reviews cost estimates and expenditure projections. Ensures that proposed expenditures are described accurately.
- Provides support in contract, amendment, and associated allotment processes to ensure compliance with state agency regulations and policy. This may include federal, private/local, and interagency receivable and payable contracts.
- Provides support to upper-level budget analysts in the development and submittal of program allotments into CAPS Financial.
- Conduct financial monitoring, creates fiscal adjustments/journal vouchers (JV’s), and reviews activities for accuracy and completeness.
Assists with the completion of monthly, annual, and bi-annual budget office projects and communications.
- Supports senior budget staff in the management of projects and assignments, fiscal note coordination, and data entry of fiscal notes and decision packages into the Office of Financial Management (OFM) data systems.
- Reviews and edits program-specific budget requests or fiscal analyses to improve clarity, cohesion, and readability.
- Analyzes proposed legislation and prepares fiscal notes.
Conducts detailed data analysis of program budgets and provides consultive planning support to customers.
- Uses complex computerized systems to extract, summarize and evaluate fiscal data. Identifies variances when comparing expenditures to initial spending plans. Develops alternatives for consideration to make corrective actions.
- Prepares financial reports by collecting, analyzing, and summarizing information and trends.
- Explains accounting and budgeting systems, procedures, and processes.
Working Conditions:
Schedule: Typically, Monday – Friday, 8:00 AM – 5:00 PM.
QUALIFICATIONS:
Required Qualifications:
Associate’s degree.
Or
Current or recent experience (within the last year) as a Budget Analyst 1.
Or
Equivalent education/experience (cash handling, time as a treasurer of an organization, or fiscal office or accountant experience).
Please note: Closely related qualifying experience may be substituted for the required education on a year-by-year basis.
Preferred Qualifications:
In addition to the required qualifications, our ideal applicant will possess some or all the following:
- Bachelor’s Degree or higher in business, public administration, accounting, economics, statistics, or relevant field.
- Excel, including importing data from other sources, creating tables, and building visuals from spreadsheet data.
- State financial systems, including Agency Financial Reporting System (AFRS), Enterprise Reporting and OFM/State rules and regulations.
- Developing allotments and tracking expenditures, submitting memo requests (Journal Vouchers), and managing contract/grant close-out processes.
