Lead Technical Architect

The Department of Health Services (DHS), Division of Enterprise Services (DES), Bureau of Information Technology Services, (BITS) is recruiting to fill a Lead Technical Architect.

Where we are located: DHS is located at 1 West Wilson Street in the heart of downtown Madison. This position has the ability to work remotely up to 5 days per week but may be required to report to an office location on occasion to complete certain tasks. This position can be headquartered at one of our central or regional offices.

Position Summary

 

As the Lead Technical Architect, you will provide the technical architecture, innovation, direction, guidance, and consultation on DHS’s most complex information systems, and be responsible for the technical architecture and strategic road maps of DHS’s complex multi-platform systems including cloud services, on-premises infrastructure, and other 3rd party integrated core services. This position focuses on the technical architecture, high availability, and disaster recovery for DHS’s many technology resources and core platforms, and is responsible for monitoring core services and validating recovery processes. You will be the primary consultant and liaison to DHS’s programs, vendors, and Division of Enterprise Technology (DET) hosted services; and will:

  • Work as part of a team providing IT operations support for DHS’s computing environments, working with the following technologies: Directory Services technologies, Microsoft Azure cloud services, server operating systems (e.g., Microsoft Windows servers and Linux), and web application technologies (e.g., Citrix, WebSphere, and .NET). 
  • Serve as a Single Point of Contact (SPOC) providing, 24/7, third level on-call support and communicating complex technical subject matter with management, service providers, vendors, team members, and DHS customers. 
  • Provide enterprise point-of-view and advise technical staff and management on architectural and design considerations. 

We are looking for someone with demonstrated skills in the architecture and design of Microsoft services in a hybrid cross-platform enterprise environment. Selected candidate will have proven skills in performing technical consultations to diverse partners and customers. Additionally, this person will need to provide high-level troubleshooting and system administration of our technologies. 

Salary Information

 

The starting salary is between $51.00 and $56.00 per hour (approximately between $106,000 and $116,500 per year), depending on qualifications, plus excellent benefits. 

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as an IS Technical Services Consultant/Administrator and is in pay schedule and range 07-32. A 12-month probationary period is required.

Employees must have access to secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided.  Remote work flexibility will be discussed in more detail during the interview process.

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice. 

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications

 

Minimally qualified applicants will have all of the following:

  • Experience leading the design and documentation of diverse technical architectures in a large organization.
  • Experience collaborating with technical staff to architect and design new systems for on-premises and cloud services platforms. 
  • Experience leading life cycle replacements for server operating system, software, applications, or infrastructure components.
  • Experience leading and mentoring technical teams.

In addition, highly qualified applicants will also have one or more of the following:

  • Experience working in an organization with multiple Directory Services technologies.
  • Education or experience with IT security principles and frameworks such as those from NIST (National Institute of Standards and Technology) or CIS (Center for Internet Security).
  • Experience with strategic planning.
