As the Anadromous Resources Co-Management Analyst, you will serve as the scientific expert responsible for developing and implementing Tribal-State management plans that ensure the conservation and sustainable harvest of anadromous salmon and steelhead resources across the state.
In this complex and dynamic role, you’ll lead the development of resource management plans for Washington’s steelhead and salmon populations in collaboration with Washington State Tribes.
With your knowledge and experience, you will navigate complex scientific, conservation, and legal challenges while negotiating fisheries management strategies, hatchery production plans, and stock assessment initiatives to ensure sustainable stewardship for these species.
What to Expect-
Among the varied range of responsibilities held within this role, the Anadromous Resources Co-Management Analyst will,
- Represent the agency in co-management forums on key policy issues and in major fishery management forums.
- Attend WDFW & Tribal policy meetings assembled to address issues related to fishing and conservation of Washington's natural resources and to ensure that legal and other objectives and obligations are met.
- Participate in forums involving representatives of federal or state agencies, Tribes, and industry for the purpose of developing or adopting regulations and policies affecting salmon and steelhead resources and fisheries of Washington State.
- Confer with non-Tribal commercial and recreational fishing industry representatives, government representatives, and with the public while presenting and interpreting agency policies.
- Negotiate agreements between and among non-Tribal commercial and recreational fishing industry sectors defining acceptable, annual, or long-term conservation and allocation plans, regulations and management processes for salmon and steelhead fisheries that are consistent with policies of the agency and the Fish and Wildlife Commission.
- Conduct scientific reviews and analyses of complex and sensitive harvest and conservation issues, involving state and Tribal interests, and develop recommendations to the Director's office for solutions.
- Design effective strategies to implement state and tribal resource conservation plans for Washington's salmon and steelhead resources, including Endangered Species Act (ESA)-Listed populations.
WORKING CONDITIONS:
Work Setting, including hazards: Work is typically conducted in an office or meeting group setting.
Schedule: Typically, 40 hours per week, Monday - Friday from 8:00 a.m. - 5:00 p.m. - seasonal evening and weekend work may be needed.
Travel Requirements: Travel is expected to participate in the Pacific Salmon Commission, Pacific Fishery Management Council, and Agency’s North of Falcon salmon season setting process. Travel to other fishery management meetings, conferences, and/or workshops are also expected periodically.
Qualifications:
Required Qualifications:
A Bachelor’s degree with major study in a natural science (Fish Science, Fish Management, Biology, etc.).
AND
A minimum of five (5) years of progressively responsible management experience in the area of natural resources.
Competencies:
- Well-developed communication skills (written and verbal).
- An in-depth understanding of fish conservation and fisheries management principles, Endangered Species Act law, and Tribal law.
- Knowledge of anadromous fish biology/life history.
- Excellent leadership, administration, interpersonal communication, and conflict resolution skills.
Please Note: Closely related qualifying experience may be substituted for the required education on a year-by-year basis.
Certifications:
Valid State Driver’s License.
Preferred Qualifications:
In addition to the required qualifications, our ideal applicant will possess some or all the following:
- Understanding of scientific basis and policy issues associated with managing natural resources for long term sustainability.
- Experience connecting and building trust, working collaboratively and constructively with interest groups.
- Experience as lead person in controversial forums, ability to move forward in controversial situations and make decisions.
- Ability to work well with diverse groups of people and issues and stay focused on the objective.
- Knowledge of personnel rules and regulations.
- Knowledge of state rule-making procedures and regulations.
- Experience with budget development and management.
Working Knowledge & Skills in:
- Strategic planning, risk assessment, team building, conflict resolution, and negotiation.
- Natural resource management principles.
- Grant acquisition and administration.
- State/tribal relations.
- Staff motivation/supervision/mentoring, and communication skills and strategies.
