Racial Equity and Inclusion Director

The city of St. Louis Park, Minnesota is looking for a racial equity and inclusion director to continue internal capacity building, implement key policies, initiatives and a racial equity plan that achieves our strategic priority of being a leader in racial equity.

You will

Develop and implement a strategic plan and assist departments in creating goals to address the citywide priority for advancing racial equity.  Provide leadership and direction to support measures that break down barriers in creating a more just and inclusive community for all. Provide training and development opportunities for city council, boards/commissions and staff to build capacity for ongoing work in racial equity.

 

Duties and Responsibilities

 

Provide leadership and direction for achieving the city’s strategic priority for advancing racial equity.

  • Develop and implement strategic plan and policies to advance racial equity for staff and council.
  • Assist staff in ensuring racial equity is considered for programs and policies by developing toolkits and providing data, support, and recommendations.
  • Support leadership in the establishment of and ongoing work in organizational equity initiatives, objectives, and strategies for advancement of racial equity.
  • Serve as citywide consultant on racial equity matters.
    • Provide consultation to city staff and city council including development and updates of council priorities and personal goal setting.
    • Work with departments and assist in developing goals.
    • Develop and implement assessment and measurement tools to evaluate progress.
    • Develop ongoing training, education, and learning programs for staff or partners.
    • Conduct surveys, focus groups, or perform other methods of data collection to create metrics for and track outcomes for initiatives.
    • Collaborate with others and establish relationships with culturally specific organizations and educational institutions.
    • Provide support, direction and management to commissions or committees as needed for advancement of racial equity and inclusion.
    • Act as a resource and referral agent for city information and services.
  • Participate as a member of the city leadership team; towards attainment of the city’s overall goals, objectives and mission.
    • Keep top leaders informed of key developments and regular reporting on progress.
    • Maintain strong, cooperative and positive relationships with other departments.
    • Participate in strategic planning and other management initiatives.
    • Support the policies of the city and convey those policies to staff.
  • Provide coordination and supervision of staff.
    • Develop roles and responsibilities for staff in racial equity.  Assign responsibilities, work schedules and delegate work to ensure efficient and high-quality service delivery.
    • Review and evaluate performance on a regular basis, commend or pursue corrective action as necessary.  Encourage employee development and training.
  • General
    • Oversee activities of and provide support/resources to the Human Rights Commission.
    • Support employee resource groups.
    • Write articles or materials for city newsletters, websites, and/or social media as needed.
    • Write grant proposals, general communications, memos, letters, and other documents.
    • Assist with budget as needed.
    • Work with and include community stakeholders and residents as it relates to city wide strategic initiatives.
    • Perform other duties as assigned.

 

Minimum Qualifications

 

  • Bachelor’s degree in related field or equivalent related experience.
  • Five years related racial equity leadership experience that includes project/process management, stakeholder engagement, and/or organizational development.
  • Experience in strategic planning and implementation.
  • Demonstrated cultural competence and comfort with supporting city’s strategic objectives for racial equity.
  • Ability to work a flexible schedule, including nights and weekends, and support staff across multiple locations.

 

Desired Qualifications

 

  • Master’s degree in related field.
  • Experience in:
    1. Developing metrics for success and program evaluation.
    2. Creating and implementing policies and procedures that advance racial equity and inclusion.
    3. Change management.
    4. Supervision and leadership of staff.
    5. Working with, or for, a government agency.
  • Fluency in Spanish, Hmong, Russian, Somali, Vietnamese or other non-English language(s).
