Program and Contracts Analyst

The Center for Health Statistics and Informatics (CHSI) is responsible for department-wide initiatives to improve the effectiveness of our work through better health information systems, increased application of epidemiologic methods of analysis, strong liaisons with public health organizations and schools of public health, and effective partnerships with local health agencies and professionals. CHSI houses the Office of Vital Records, responsible for registering all California vital events and providing birth, death, and marriage records to the public. In addition, CHSI is involved in many cross-cutting and innovative data projects including the statewide Open Data Portal and Health Information Exchange.

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by independently serving as an Incoming Funds Request (IFR) contract process expert and compliance monitor for an assigned caseload and by overseeing the administration and operation of the Medical Marijuana Identification Card (MMIC) Program in conjunction with other analysts.

The Associate Governmental Program Analyst (AGPA) is responsible for IFR contract development and processing; and reviewing, printing, and disseminating MMICs. The AGPA will conduct continuous quality improvement, assist in the development of policies, procedures, and training materials, and independently provide guidance to program and county personnel, other State agencies, the public, and peers. The AGPA will independently perform a wide variety of the more complex technical analytical tasks and may act as a lead analyst.

  • Experience in contract development, and contract or project management.
  • Excellent organizational, proofreading, and editing skills.
  • Strong attention to detail.
  • Customer service oriented.
  • Effective oral and written communication skills.
  • Ability to work both independently and as part of a team to achieve goals and meet deadlines.
  • Strong computer skills in Microsoft Excel (e.g. formulas), Microsoft Word (e.g. track changes), and various databases.
  • Ability to adapt to changing assignments and priorities.
