Election Security Specialist

POSITION SUMMARY

This key position in the Elections & Voters office is important as it oversees and coordinates processes of computer security and reporting. This position has responsibility and ownership for the security in the implementation, trouble shooting, management and oversight of voting technology, tabulation and related activities for the York County Elections office. Primary focus will be compliance with standards set by Cybersecurity and Infrastructure Security Agency (CISA) auditingcontrolling and monitoring voting technology, as well as implementing guidance from the U.S. Election Assistance Commission (EAC) and the Department of State (DOS).  The essential responsibility of this position is to keep sensitive information from being lost, improperly disclosed or the subject of a breach.  Daily work of a CyberSecurity Specialist may include, but is not limited to:  Consulting and advising the Elections Director reporting to identifying and addressing vulnerabilities with the voting systems, working with the DOS to coordinate issues with their CyberSecurity team to protect county assets. This position functions as the primary back up to the Election Technoloy Specialist and will assist with the following but limited to:  Election Night Reporting, SURE Reporting as directed, pulling of street and walking lists and downloading onto a jump drive.  They may assist with ADA reviews and the interpreting of  Dominion’s Technical requirements.
 

ESSENTIAL REQUIREMENTS

 

  • Associate degree and/or IT certifications, cyber security certification required. A COMP TIA A+ for DOS SURE troubleshooting would be helpful.
  • Two (2) years experience working with election or other IT technology, or: 
  • Three (3) years administrative or project management/coordination experience or any equivalent combination of training and experience.
  • Microsoft Office experience to include PowerPoint, excel, MS Word. 
  • Knowledge and/or experience with Access, SQL is preferred. 
  • Knowledge of data base programs is preferred.
  • Ability to analyze data sets and draw conclusions to protect voting equipment is preferred. 
  • Ability to develop and review IT systems test plans and protocols is preferred.
  • Ability to write Standard Operating Procedures to related job duties.


 

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

  • Writes, reviews, and analyzes technical documentation.
  • Interprets and implements state and federal laws and regulations.
  • Assist with tests, certifies, or assesses equipment against a set of defined and validated requirements.
  • Analyses large data sets when necessary.
  • Assist with developing paper and electronic ballots and styling identifying and addressing vulnerabilities in computer systems, test ballots with the voting machine technology.
  • Maintain strict security standards regarding Election Management Software (EMS)
  • Assists with scheduling, implementation of pre-election logic and accuracy testing procedures and personnel to ensure that voting machines are mechanically sound and operating as intended. 
  • Tabulation and reporting of EMS to accurately generate requested contest reports for partner vendors and Department of State.
  • Assists with required state/federal reports related to voting technology and the Help America Vote Act and as is required by the US EAC and DOS. 
  • Evaluate and recommends future voting technology needs.
  • Assist in Election technology related decisions for the Office of Voter’s Registration/Election
  • Other duties as assigned,
