General Description:  The Quality Assurance Analyst is critical in assuring the Building Construction Services Department achieves its strategic goal of being the premier county building department in Florida. This position supports continual improvement and will be critical in the Building Construction Services Department achievement and maintenance of IAS accreditation. This is a professional, analytical, and highly technical position with responsibility for continued development, implementation, management and functioning of Building Construction Services (BCS) quality assurance/quality control program.

Essential Job Functions:  Conducts research required to maintain IAS accreditation requirements, and ensures BCS has the data, metrics and reporting required to measure performance against stated goals. Prepares progress reports for submittal to the Program Manager. Leads monthly internal quality system audits of permitting, plan review, and inspections. Continuously conducts random and scheduled audits of permitting system, phone system, QLess system, and prepares reports for submittal to the Program Manager. Works with subject matter experts to effectively conduct audits and to find and implement resolutions to issues. Instructs the team on data analysis best practices and initiates efforts to improve them. Instructs the team on how to access, consume, and understand Power BI reports and other metrics and audit results. Remains up to date in Florida Building Code changes and laws.

Continuously reviews and updates the quality assurance standard operating procedures (SOPs). Ensures reporting includes descriptive information so that the results can be understood more precisely. Continuously reviews Power BI reports to ensure they are accurate, up-to-date and provide the data that is intended for BCS to conduct accurate analyses and make business decisions in furtherance of improving processes and improving performance in key measurements. Reviews and approves all quality control and quality assurance data associated with specific analyses before the Program Manager reviews and releases analytical results. Creates sufficiency checklists to identify and document any errors and inconsistencies with specific processes. Schedules regular meetings with leadership team to communicate a summary of findings. Develops a plan to address quality control issues, including engaging and working with training personnel if training is part of the solution. Analyzes issues and metrics to understand and communicate trends and establish corrective actions. Establishes performance measures of corrective actions and follows up to demonstrate improvements or recommend alternatives. Assists with process improvement initiatives, documentation, engagement and follow-up to ensure improvements are implemented effectively and progress is measured. Performs additional duties as required.

Knowledge, Skills and Abilities:

  • Strong mathematical and programming skills with an understanding of statistical analysis of data.
  • Ability to learn and apply complex automated procedures and utilize computer equipment, software and new technologies in performance of day-to-day work.
  • Ability to understand and follow complex written and verbal instructions and manuals, and to apply that instruction to work situations.
  • Ability to make decisions and perform work within the framework of stated goals, internal policies, and procedures.

  • Ability to effectively prepare quality assurance reports, recommendations, and prepare any required documentation associated with the Quality Control Program.
  • Strong writing skills for preparation of quality assurance reports, quality systems manual updates, and SOP's.
  • Strong verbal communication skills, which includes the ability to communicate with others clearly and concisely regarding quality control issues, quality control requirements, implementation of quality control programs, and corrective measures where required.
  • Ability to effectively prepare quality assurance reports, recommendations, and prepare any required documentation.
  • Strong writing skills for preparation of quality assurance reports, quality systems manual updates, and SOP's.
  • Strong verbal communication skills, which includes the ability to interpret data analyses clearly  and concisely, and to communicate effectively regarding quality control issues, quality control requirements, implementation of quality control programs, and corrective measures where required.

Minimum Requirements:

PHYSICAL SKILLS:  Ability to communicate effectively using speaking, hearing, vision, and writing skills.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Public Administration, Data Analytics, Business, Mathematics, or related field and two (2) years of related experience OR an Associate degree and four (4) years of related experience. Experience building and analyzing data and visuals in software such as Power BI, Office 365 products, MS Lists, Airtable, Smartsheet, etc. Proficient in MS Excel, or similar software, using formulas, pivot tables, building reports and dashboards, etc.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:  Must possess a valid Florida driver's license.
