Management and Budget Division Director - SAP Functional Support
Job Announcement
Under the general direction of the Director and Deputy Director(s) of Management and Budget, this position leads, manages and coordinates one of the critical areas within the Department of Management and Budget, Enterprise Resource Planning (ERP) functional system administration and coordination.
Supervises multiple teams of professional business analysts responsible for ERP functional system administration of the county’s enterprise-wide financial, procurement and human resources system, SAP (branded at Fairfax as FOCUS). Specifically oversees the SAP Human Capital Management (HCM), Security and User Support and Outreach teams within the FOCUS Business Support Group in the Department of Management and Budget.
In partnership with the Department of Information Technology (DIT), manages and oversees all functional and technical activities required for the FOCUS system to ensure compliance with county business and IT processes, policies and procedures. Serves as a liaison between the FOCUS Business Support Group (FBSG), DIT and the business process owner agencies of Department of Human Resources, Department of Finance, Department of Procurement and Material Management, and Fairfax County Public Schools. Ensures compliance with federal, state and local legal requirements, oversees initiatives and projects with county-wide scope and impact, and performs other work as required.
ILLUSTRATIVE DUTIES:
Overall Duties of the Class:
- Serves as senior advisor to County Executive, Deputy County Executives, Director of Management and Budget and Deputy Directors of Management and Budget on matters of policy, procedure and process;
- Supervises a team of senior level professionals performing advanced technical analysis and making decisions about county policies, procedures and processes;
- Serves as countywide lead responding to issues of critical importance including responsibility for managing and coordinating the responses of staff in agencies from across the county;
- Coordinates and directs ongoing process improvement initiatives within the county;
- Makes effective presentations and/or supervises the presentation of analysis and recommendations to senior management and provides responses to inquiries from agencies.
Enterprise Resource Planning Functional System Administration/Coordination Duties:
- Oversees the coordination, management and development of all functional system administration activities;
- Serves as countywide lead responding to issues of critical importance concerning enterprise resource planning functional system administration from across Fairfax County Government and the Fairfax County Public Schools;
- Acts as the primary day-to-day liaison between the business process owners, end users, support group team members and partners within the Department of Information Technology on all aspects of enterprise resource planning system administration.
- In consultation with business process owners, ensures compliance with all legal requirements relative to planning, administration and implementation of integrated systems and services for corporate financial, budget, procurement and human capital management projects, programs and initiatives;
- Makes recommendations and manages overall system support, enhancements, and upgrades in support of the core finance, procurement, reporting/analytics/controls, human capital management, budget management, customer service and outreach and functional security components of FOCUS
- Serves as the primary resource for advanced knowledge of enterprise resource planning system administration; project management principles and practice; business process redesign methodologies; and knowledge of the trends and developments in the field of enterprise resource planning (ERP) and other third-party components that interface with ERPs.
REQUIRED KNOWLEDGE SKILLS AND ABILITIES:
- Advanced knowledge of the principles, theories, and practices of public administration, particularly regarding enterprise resource planning in a public sector environment;
- Advanced knowledge of county organization, policy, procedures and practices, particularly regarding enterprise resource planning in the context of information technology policies, processes and procedures;
- Advanced knowledge of federal, state and county laws, ordinances, rules and regulations governing aspects of enterprise resource planning;
- Knowledge of the county's mission, goals, objectives and organizational structure;
- Ability to formulate goals, objectives, schedules, and priorities for activities that support the accomplishment of projects, programs and initiatives;
- Ability to build a cohesive team by promoting commitment, fostering strong relationships between team members, facilitating common understanding, using strengths of team members, and valuing all members' contributions;
- Ability to develop and maintain effective working relationships, with a variety of county and external stakeholders;

Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in public administration, business administration, economics, public policy, or a related field of study; Plus six years of increasingly responsible work in one or more of the following functional areas as defined by the position description: fiscal/policy/legislative/revenue analysis; public sector/governmental budgeting (e.g. budget planning and preparation, capital improvement program or capital budget development); debt management; strategic planning; data analysis/predictive analytics; enterprise resource planning implementation or administration; or closely-related field, two years of which must have included supervising professional staff. A master's degree in an appropriate degree may be substituted for one year of the required experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- Ability to establish and maintain effective relationships with stakeholders and end users.
- Extensive knowledge and experience with enterprise resource planning systems, with an emphasis on SAP (FOCUS).
- Knowledge and experience with the various modules in SAP (FOCUS) in the areas of Financials, Procurement and Human Capital Management (HCM), with an emphasis on HCM, SAP security and user support/outreach.
- Knowledge and experience with interpreting and applying various Fairfax County policies, procedures and requirements related to human resources, procurement, finance, budget, audit and/or information technology as it relates to the functional system administration of SAP (FOCUS).
- Leadership abilities in functional system administration and business process support and redesign.
- Understanding both technical and business components and coordination of multi-agency initiatives.
- Must have the ability to communicate clearly, effectively and concisely, orally and in writing. Ability to attend meetings and make presentations.
PHYSICAL REQUIREMENTS:
Employee may be required to lift up to 15 lbs. Ability to carry heavy brief case to meetings and carry materials from the copy room to the office. Job is generally sedentary in nature, however, visual acuity is required to read data on computer monitor, incumbent must be able to operate keyboard driven equipment. Must communicate with others.
