General Description:  Professional and administrative work assisting in the implementation of the County's Environmental Land Acquisition and Management Program (ELAMP), focusing on land management, restoration and conservation easement monitoring.

Essential Job Description:  Assists the Natural Resources Manager in overseeing Pasco County's process for management of real property and monitoring of conservation easements for environmental preservation. Develops and implements land management, restoration and conservation easement monitoring policies and procedures.  Assists with the procurement and administration of grants. Oversees contractors for property improvements.  Coordinates habitat restoration projects on County lands.  Plans and participates in prescribed burning and wildfire suppression activities in cooperation with the Division of Forestry or other agencies.  Controls invasive plants using best management practices.  Coordinates site access and security.  Manages, plans and implements all infrastructure and capital improvements on lands managed by the Environmental Lands Acquisition and Management Program.  Oversees mitigation projects on properties managed by the Environmental Lands Acquisition and Management Program.   Supervises Biological Technicians I and II and Biologist I and II positions associated with the Land Management Team. Coordinates with various County departments and outside agencies involved with land management. Develops outreach and educational programs and materials. manages volunteer groups and activities. Follows BOCC approved policy and procedures. oversees and implements all procurement of tools, vehicles, heavy equipment, operating supplies, etc, for the Land Management Program. Attends meetings, public hearings, workshops, conferences and seminars as necessary to accomplish and implement assigned duties.  Develops the program's annual budget.  Prepares reports for the BOCC.  Ability to lift and/or move up to 100+ pounds and also push or pull heavy objects.   Performs related work as required.

Knowledge, Skills and Abilities: 

  • Knowledge of land management, restoration and conservation easement monitoring methods and procedures.
  • Knowledge of Central Florida's natural communities and biota and related management requirements.
  • Knowledge of prescribed fire, wildlife suppression and invasive plant removal techniques.
  • Ability to interpret aerial photography, read and produce maps, conduct field inspections, analyze data and produce written reports.
  • Skilled in land management implementation, project management, interdepartmental relations, employee relations and the handling of detailed situations.
  • Ability to install and make repairs to infrastructure including fences, trail sigs, bridges, boardwalks, wells, site security residences, barns and picnic pavilions.
  • Ability to exercise independent initiative and judgment.
  • Ability to interact effectively with landowners, policy makers, environmental consultants, governmental officials and the general public.
  • Ability to analyze complex and diverse issues and prioritize multiple tasks and competing demands to maximize effect of limited staff and financial resources.
  • Ability to communicate clearly and concisely in written and oral form.
  • Ability to make presentations in a public forum.
  • Ability to lift and/or move up to 100+ pounds and also push or pull heavy objects.

Minimum Requirements:

PHYSICAL SKILLS:  Ability to lift and/or move up to 100+ pounds and also push or pull heavy objects.  may use a handling device (dolly, cart, etc.) or work with another team member to lifer and/or move excessively heavy objects.  Ability to work outdoors year-found, often in remote field sites.  Ability to walk, stoop and bend.  Ability to operate heavy equipment, 4x4 vehicles, wildfire equipment, brush trucks, UTVs, TVs, mowers chainsaws basic hand tools and power tools.  Ability to communicate effectively using verbal, written and visual communication.

EDUCATION, TRAINING AND EXPERIENCE:  Graduation from an accredited college or university with a Bachelor's Degree in Biology, Ecology, Environmental Science, Natural Resources or related field and two (2) years of experience in environmental lands management program or related work OR an Associate degree and four (4) years of experience. Six years of field experience preferred.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:  Must possess a valid Florida driver's license.  Possess a Prescribed Burn Manager Certification by the Division of Forestry or ability to obtain within two (2) years of date of hire.  Herbicide Applicators License from the State of Florida within one (1) year of date of hire.
