The Center for Health Statistics and Informatics (CHSI) is responsible for department-wide initiatives to improve the effectiveness of our work through better health information systems, increased application of epidemiologic methods of analysis, strong liaisons with public health organizations and schools of public health, and effective partnerships with local health agencies and professionals. CHSI houses the Office of Vital Records, responsible for registering all California vital events and providing birth, death, and marriage records to the public. In addition, CHSI is involved in many cross-cutting and innovative data projects including the statewide Open Data Portal and Health Information Exchange.

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by independently performing a wide variety of the more complex analytical assignments relating to birth and marriage registration. This includes monitoring the Electronic Birth Registration System (EBRS), Vital Records Business Intelligence System (VRBIS), and systems related to marriage registration, as well as ensuring the accurate and timely registration of birth and marriage records.

The Associate Governmental Program Analyst (AGPA) has primary responsibility for defining State policies to local health departments, county recorders’ offices, county clerks’ offices, federal and state offices, and the public. Conducts research and analysis to develop detailed knowledge of statutory provisions, policies, and regulations relating to birth and marriage registration. The AGPA works independently on legislative research and analysis, project management for California Integrated Vital Records System (Cal-IVRS) system changes and implementation, and other analytical assignments relating to birth and marriage registration. The AGPA serves as a subject matter expert on birth and marriage registration in various meetings and workgroups. Up to 10% travel may be required, including occasional overnight stays.
