Plan Review Examiner II

The City of Saint Paul Department of Safety & Inspections is hiring an individual to perform advanced level technical work in the examination of residential, commercial, and industrial building plans and the interpretation of codes, laws, and regulations related to building construction.

Here’s what you can expect to do:

  • Review routine to complex design plans, perform calculations, and conduct onsite inspections to ensure consistency of projects with the approved plans.
  • Determine compliance with federal and state laws; City codes, ordinances, permits and licenses; related property and use; and the safeguard of public health and safety, and right of way regulations.
  • Address concerns and resolve complaints from architects, builders, contractors, and the public.
  • Issue building permits upon completion of the plan review.

 Position Requirements:

Requirements may be met by one of the following options:

  • An Associate's Degree in Construction Management or similar degree and two years of experience performing plan reviews/code reviews on commercial projects to include high rise and licensed facilities, schools, mixed use, or multi-family projects. Must obtain and maintain state certification as a certified Building Official within one year of employment.
  • Four years of experience performing plan reviews/code reviews on commercial projects to include high rise and licensed facilities, schools, mixed use, multi-family projects. Must obtain and maintain state certification as a certified Building Official within one year of employment.
  • Certification as a MN Building Official, ICC commercial Building Plans Examiner certification and two years of experience performing plan reviews/code reviews on commercial projects to include high rise and licensed facilities, schools, mixed use, or multi-family projects.

Assessment: Qualifications Rating

The Qualifications Rating is an assessment of your completed application, answers to the Supplemental Questionnaire, and your resume. Be as specific and detailed as possible in completing your application and any attachments. You must submit your completed application, supplemental questionnaire and any attachments by the application deadline.

GENERAL INFORMATION:

Open Job Posting: This posting is open to anyone who meets the position requirements.

Eligible Lists Created from Open Job Posting: You must receive a score of 75% or higher to pass the assessment and be considered for the position. Non-promotion eligible lists typically are pass/fail and promotion eligible lists are typically ranked. If the open eligible list created contains a veteran, one open list will exist. When there are no veterans remaining on the eligible list (i.e. hired, withdrawn) from an open list that also contains promotional candidates, two lists will be created: one open list and one promotion list. If two lists exist, the promotion list must be exhausted before the open list is considered.

Final Selection Process: Those who pass will be placed on an eligible list for approximately six months and all will be notified of their status. A Hiring Manager will consider those applicants eligible for hire. You will be notified if you are invited to participate in the final selection process which may include an interview, job simulation, work sample submission, or other evaluation method.  

Pre-Employment Screening: This position requires a drug test and a background check which may include criminal history, and employment history as a condition of employment. Candidates will be required to submit proof of education to Human Resources upon conditional job offer, if qualifying based on education.
