Estimated Hiring Range: $66,658.03 - $80,545.12 Based on Experience

GENERAL STATEMENT OF RESPONSIBILITIES 

Under limited supervision, this position is responsible for the overall management of the Recovery Operations Section, including recycling activities, compost facility, convenience center, and other ancillary units. This position establishes programs and procedures to ensure compliance with all applicable regulatory agencies and serves as a liaison to other localities, agencies and the public. Reports to the Solid Waste Assistant Administrator. 

ESSENTIAL JOB FUNCTIONS 

Responsible for the research, planning, development, and analysis of Section programs and procedures; Coordinates and establishes Section priorities, goals and objectives, ensuring consistency with division, department and city strategic goals; Develops efficient and cost effective management systems and internal programs and procedures.

Establishes and maintains record systems for control and reporting. Responsible for the effective supervision and administration to include budget preparation and monitoring expenditures, staff development and training, succession planning, performance management, employee relations, prioritizing and assigning work and related activities. Prepares cost estimates and written justifications for maintenance projects; evaluates resource needs and manages the effective deployment of resources; monitors work orders, service requests and quality assurance programs; responds to citizen inquires and complaints. 

Oversees all recycling activities; Ensures facility operations are conducted in strict adherence to health, safety and environmental procedures and regulations. Serves as liaison between Recovery Operations Section and other agencies, management, outside organizations and establishes and administers a program of public relations for recovery operations that effectively and efficiently responds to questions and concerns from the general public. 

Assists in preparing the annual budget submission for Solid Waste. Periodically reviews spending against budgets to prevent unnecessary budget overages.  Analyzes spending trends to estimate end of year balances/overages. Prepares annual 30-year landfill post closure costs spreadsheet. 

Provides assistance in developing RFPs, IFBs and RFQs, and enters requisitions. 3 Monitors purchase orders, including invoicing, to ensure that purchase orders are properly funded, that purchase orders, which have been fulfilled, are closed, and that blanket purchase orders are renewed each year. Provides reviews of product sales data and advises on product price changes. 

Analyze reports to identify trends and performance levels; make recommendations for improved level of service.  Evaluate resource needs and manages the effective deployment of resources; monitor work orders, service requests and quality assurance programs. 

Participates on departmental management teams to provide input into the development and implementation of departmental policies; assists with strategic planning, research, studies and special projects; serves as the Public Works’ liaison to local agencies, City departments, professional boards and task force groups related to compost activities; remains abreast of current statewide policy initiatives, best practices, legislative, regulatory, and policy developments that affect solid waste operations. Reviews recycling data including collection tonnage from curbside and drop off locations, cart and lid inventories.  Maintains historical records and charts for analysis. Performs other duties as assigned. 

EDUCATION AND EXPERIENCE 

Requires a Bachelor’s Degree in Environmental Engineering, Business Administration or a related field and 5-7 years of progressively responsible supervisory and management experience in composting operations, recycling management, waste recovery and collection activities, or any equivalent combination of education and experience.

ADDITIONAL REQUIREMENTS 

An acceptable general background check to include a local and state criminal history check and a valid Virginia driver’s license with an acceptable driving record. 

Must successfully complete the required National Incident Management System (NIMS) Incident Command System Certifications within one year of employment. 

Must obtain a Class I and Class II Waste Management Facility Operators License as issued by the Department of Professional and Occupational Regulation/Virginia Board for Waste Management Facility Operators within 12 months of employment. The job is considered Essential Personnel and will be required to work during and following natural disasters and emergencies.
