The selectee would be responsible for overseeing, analyzing, and providing technical assistance to the Indiana Department of Transportation, metropolitan planning organizations, local public agencies, and direct recipients in Indiana for the following external civil rights programs:
- Disadvantaged Business Enterprise (DBE)
- Title II of the Americans with Disabilities Act (ADA)/Section 504 of the Rehabilitation Act of 1973
- Contractor Compliance/On-the-Job Training (OJT)
- Title VI of the Civil Rights Act of 1964
The incumbent would also be responsible for providing oversight of Indiana's use of funding for OJT supportive services, DBE supportive services, and National Summer Transportation Institute programs.

As a Civil Rights Specialist/Management and Program Analyst, you will:
- Provide data management technical assistance to Headquarters, Federal Lands, and/or Division office staff to ensure that decision-making is informed, and data driven.
- Assist leadership in developing and deploying performance measures to monitor program-wide accomplishments, improve quality and efficiency, add value, that support accomplishment of the agency’s strategic goals and objectives.
- Develop tools for mining information systems that support defining, developing, and deploying processes for conducting process and program reviews to ensure effective stewardship and oversight, and accountability for the delivery of FHWA’s various programs.
- Provide analytical support for non-routine management studies and fact-finding reviews.
The ideal candidate will have a solid working knowledge of data analytical tools such as Excel, Access, SharePoint, Power BI, and some statistical analysis that will enable data mining for insights.
Additionally, the ideal candidate must communicate effectively and work well in team settings to effectively engage others to foster innovative approaches from the data analysis to improve program management and decision making.
