Position Overview
This position is accountable for overseeing the development and implementation of the department’s motorcycle safety programs, Cycle Rider Safety Training Program (CRSTP), and associated projects to reduce frequency and severity of motorcycle crashes throughout the state of Illinois.

Essential Functions
- Reviews crash data and other appropriate sources to identify motorcycle training initiatives necessary to improve highway safety and coordinates motorcycle training programs to satisfy those needs.
- Ensures the Cycle Rider Safety Training Program (CRSTP) is effectively and efficiently operated by monitoring program budget and compliance of the regional training centers. Develops and implements procedures for coordinating and monitoring training programs conducted by regional training centers so that overall program objectives are met.
- Monitors the program budget and reviews program claims for reimbursement. Works closely with the Bureau of Safety Programming and Engineering's (BSPE’s) Administrative Support Section to ensure fiscal compliance.
- Trains, motivates, and evaluates staff to ensure a well-developed, competent staff is sustained.
- Coordinates media events for motorcycle awareness and Motorcycle Safety Awareness month in May each year by working with the Office of Communications and other BSPE staff.
- Represents the department at national and/or state committees and at their respective meetings.
- Works in cooperation with the Office of Illinois Secretary of State (IL SOS), Motorcycle Safety Foundation (MSF), National Highway Traffic Safety Administration (NHTSA), and motorcycle groups to ensure a quality training program in Illinois.
- Coordinates and conducts an annual motorcycle safety conference and Equity and Racial Justice Act (ERJA) reports and assists in creating the Annual Report.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of a bachelor’s degree majoring in business, public administration, finance, economics, or a related field plus three years of experience in the administration or coordination of grant agreements, administration of a government program, administration of a traffic safety training program, or a combination thereof; OR Eleven years of experience in the administration or coordination of grant agreements, administration of a government program, administration of a traffic safety training program, or a combination thereof.
Preferred Qualifications
- Supervisory experience.
- Experience in writing and overseeing intergovernmental grant agreements.
- Working knowledge of management techniques and modern organizational concepts.
- Valid driver’s license with “M” classification.
- Completion of the Motorcycle Safety Foundation’s Basic Rider Course.
- Ability to plan, organize, and execute administrative or technical program requirements.
- Ability to plan, coordinate, and direct the efforts of staff to accomplish program objectives.
