PERINATAL SURVEILLANCE COORDINATOR (PUBLIC SERVICE ADMINISTRATOR, OPT. 6)

Position Overview

The Division of Maternal, Child, & Family Health Services implements the State's Maternal and Child Health (MCH) Services Title V Block Grant. The MCH Services block grant, part of the Social Security Act of 1935, is the oldest Federal/State partnership to improve the health and well-being of all mothers, infants, and children, particularly children with special health care needs. The Division also provides oversight for implementation of the Illinois regional perinatal network system, whereby birthing hospitals are given a formal designation of “level of care” based on their capacity to provide sub-specialty and acute care services. The goal is to ensure pregnant patients receive services at a facility able to meet their specific clinical needs. The MCH Division also provides oversight to school based health centers for certification purposes.

Essential Functions

• Organizes, plans, executes, controls and evaluates a program for active surveillance of perinatal and maternal health data from perinatal hospitals in Illinois.
• Designs, develops, and maintains databases related to perinatal and maternal health issues.
• Plans and executes the accurate and timely development of complex reports and tabulations for perinatal hospitals, administrative perinatal centers, state Perinatal Advisory Committee (PAC) and subcommittees, and other Department needs.
• Serves as working supervisor.
• Using independent judgment, designs and conducts highly complex analytical studies of perinatal and maternal data from Illinois perinatal hospitals.
• Serves as a liaison to the Illinois PAC and PAC’s Statewide Quality Council (SQC) to provide data and information pertaining to perinatal and maternal health in Illinois.
• Performs other duties as assigned or required which are reasonable within the scope of duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in public health or statistics.
• Requires prior experience equivalent to three years of progressively responsible administrative experience in a public health organization.

Preferred Qualifications

• One year experience in use of computer statistical software and in working with large data sets in mainframe and PC environments.
• One year experience designing, developing, and maintaining databases.
• One year experience with mainframe computer software including SAS.
• One year experience conducting analytical studies of highly complex research and evaluation of natality and perinatal data.
• One year experience serving as a supervisor.
• Extensive knowledge of agency policies and procedures.
• Ability to develop and manage a supportive agency program.
• One year experience communicating both verbally and in writing.
