Position Overview

This position is accountable for the planning and development of highway safety projects, utilizing all available resources, to provide for an improved driving environment for the Illinois motorist through the programs administered within the Safety Programs Implementation Unit. This position provides assurance of optimal project performance, impact, and compliance with federal regulations for all grant projects. The incumbent is responsible for ensuring that federal regulations are met, and grants issued by the highway safety program are in compliance with state and federal requirements and generating the maximum benefit to the Highway Safety Program.

Essential Functions

  • Develops and administers highway safety programs, within the scope of the state’s total Highway Safety Program, to effectively reduce crashes in the state.
  • Provides input and aid in the completion of applicable portions of the Highway Safety Plan and Strategic Highway Safety Plan to ensure that specific strategies and tasks are included.
  • Monitors the fiscal aspects of the at-risk behavioral components of the Highway Safety Program to evaluate use of funding sources.
  • Serves as liaison with federal, state, local, and private agencies in developing and executing Highway Safety Program activities to ensure maximum benefits to the program.
  • Provides timely and effective budget monitoring and evaluation of the at-risk programs.
  • Administers the development and coordination of highway safety programs focused on current federal highway safety issues ensuring that strategies addressing such issues are incorporated.
  • Coordinates activities between the Bureau of Safety Programming and Engineering (BSPE) and Office of Communications (OOC) by assisting in the planning and implementation of highway safety mobilization periods including public relations, large event planning, and other messaging efforts.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of a bachelor’s degree majoring in business, economics, statistics, public finance, public administration, or a related field plus three years of experience administering grants, promoting or coordinating safety programs, or a combination thereof; OR Eleven years of experience administering grants, promoting or coordinating safety programs, or a combination thereof.

Preferred Qualifications

  • Supervisory experience.
  • Experience with behavioral programs.
  • Ability to plan, organize, and execute administrative or technical program requirements including grant agreements.
  • Ability to plan and direct efforts of employees for efficient accomplishment of program objectives.
  • Ability to speak at press and media events.
  • Ability to proficiently work with electronic grant management systems.
