Payroll and Accounting Clerk
POSITION SUMMARY
The Payroll and Accounting Clerk is responsible for supporting payroll and accounting functions within the City of Grandview. This role includes processing payroll accurately (bi-weekly) and on time, maintaining financial records, and ensuring compliance with relevant laws and regulations. The Payroll and Accounting Clerk plays a crucial role in maintaining the financial integrity of payroll records and supporting general accounting tasks. Work is performed under supervision of the Accounting Supervisor.
Job Responsibilities (Include, but not limited to)
- Establishes and maintains employee payroll/benefit files, accounts receivable or other files
- Prepare and distribute payroll checks or vendor accounts payable checks
- Reports payroll information for various grant programs
- Processes court-mandated child support and wage garnishments
- Manage purchasing card new accounts, transfers and credit limits
- Reconcile and pay insurance (medical, dental, vision, HSA, FSA, COBRA, etc.) bills and other employee benefits timely
- Enters accounts payable, accounts receivable, payroll or other financial data to enterprise software system as assigned. Codes billing statements or invoices for data entry
- Reviews, edits and enters payroll changes to employee records. Calculates gross wages/salary, deductions and net pay. Checks time sheets for accuracy and enters data into enterprise software system
- Controls, files and maintains payroll records. Submits obsolete data for destruction.
- May post journal entries to general ledger
- May follow-up on unpaid accounts receivable. Reviews unpaid invoices and claims and determines collectable accounts. Mails reminder notices for payment Completes employment verification information as requested
- Photocopies printed materials
- Prepares, responds to and provides information to employees, departments, city officials, government agencies and other authorized personnel regarding payroll, direct deposit, timesheets, W-2’s, 1095-C, employment deductions, taxes, unemployment, worker’s compensation, annual compensation statements
- Assists auditors by providing information and records
- Resolves collection discrepancies
- Reconcile payment transaction records with enterprise software and other reports.
- Timely preparation of manual paychecks
- Manage and audit employee vacation and sick time reports
- All other duties as assigned
Minimum Qualifications
- High school diploma or equivalent
- Vocational/technical training accounting with one to two years’ prior payroll or account clerk experience, or any combination of education and experience that provides equivalent knowledge, skills and abilities
- Must successfully pass a background and reference checks
Preferred
- Associate’s or Bachelor’s Degree with major course work in accounting is highly desirable
- Two years of responsible bookkeeping, payroll, or accounting experience in municipal government
Physical Demands & Work Environment
Mobility to work in a standard office environment, use standard office equipment and attend off-site meetings. Sit at a desk for long periods of time; intermittently walk, stand, bend, squat, twist, and reach while performing office duties. Manual dexterity to use standard office equipment and supplies. Vision to read handwritten and printed material and a computer screen; hearing and speech to communicate in person and by telephone; ability to lift and carry items weighing up to 25 pounds such as files, manuals, or equipment. Tasks are regularly performed in safe and comfortable surroundings without exposure to adverse environmental conditions
Pay & Benefits
$17.92 - $28.71 hourly, depending on qualifications.
