Engineering Specialist

This Engineering Specialist position will provide paraprofessional engineering support and subject matter knowledge/expertise in Stormwater Control Measure (SCM) maintenance, inspection, and basic design to; reconcile and verify the work of others, document and communicate deficiencies, expectations, and requirements for compliance with applicable laws, codes, regulations, design manuals, and best management practices for SCMs.

 

Duties and Responsibilities

 

  • Review Annual Inspection Reports from third party professionals for compliance with approved stormwater control plans and best maintenance practices for SCMs; Provide written assessment of compliance deficiencies, and coordinate corrective actions with adherence to applicable standards, and within reasonable timeframes
  • Verbally communicate compliance deficiencies, requirements, and expectations with a variety of audiences, including professionals in engineering and design, land development, property management, maintenance, as well as local HOA’s, residents and business owners
  • Respond to citizen inquiries regarding stormwater devices and provide excellent customer service
  • Provide technical and administrative assistance to SCM owners, contractors, consultants, and City Staff
  • Schedule and conduct on site meetings with industry professionals and citizens to represent Stormwater, and SCM Inspections policies and procedures
  • Review and interpret engineered plans and other documents as it pertains to grading, drainage, SCM design, and SCM inspection & maintenance
  • Conduct basic property searches for, and obtain basic information from land records such as plat maps, easements, deeds, tax records, covenants and declarations
  • Perform basic original research, compile and assemble data to organize and maintain records and files
  • Input data to maintain GIS and other databases related to SCM design, stormwater control plans, real property rights, and contact/mailing information
  • Compose compliance communications and mass mailings to the public, utilizing basic administrative and record keeping principles
  • Conduct internal site inspections of stormwater devices, and prepare technical reports documenting the current condition and any deficiencies
  • Identify complex scenarios and seek appropriate guidance or input for proper resolution
  • Provide proofreading and error correction, and attention to detail in all assignments
  • As assigned, assist with developing and providing educational activities/resources for a variety of audiences including local residents, HOA’s and business owners, as well as professionals in engineering and design, land development, property management, and maintenance
  • As assigned, perform evaluations of program processes and procedures to improve efficiency and effectiveness
  • As assigned, work with SCM Inspections Program team to implement process and procedure improvements

 

Typical Qualifications

Education and Experience:
Associate degree in Engineering or directly related field, and 2 years of paraprofessional engineering experience, preferably in area of assignment (Relevant education or work experience includes real estate or paralegal activities involving land development, SCM design, SCM maintenance and/or inspections, or other experiences related to land acquisition, water quality or natural resources)

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
