The Work You Will Do:

The Government Analyst I will be responsible for providing contract and procurement support to the Petroleum Restoration Program in the Agency Term Contracts section. The position is responsible for reconciling and creating guidance, in addition to uploading and tracking the Petroleum Restoration Programs purchase requisition, change orders, comments, and quote performance based cleanup solicitations. The position includes sections devoted to planning, support, training, and data management. The ideal candidate will possess critical thinking skills and encompass highly effective communication and interpersonal skills with servant leadership characteristics.

This position is critical in the cleanup of petroleum contaminated facilities in Florida.  The PRP Program provides funding to conduct activities to protect the State’s natural resources and drinking water along with the health and welfare of the citizens of Florida.  The Government Analyst I will work with the Administration, Site Managers, and Contract Managers to provide contract and procurement support to the Petroleum Restoration Program.

Pay:

Annual Salary: $41,561.57 - $45,320.04 (commensurate with experience)

 

Your Specific Responsibilities:

  • This position provides contract and procurement support to the Petroleum Restoration Program in the Agency Term Contracts section.  Incumbent will assist Contract Managers in preparation and tracking amendments and change orders for the Agency Term Contract (ATC) Master Agreements. The incumbent will assist with contract monitoring duties and insertion of contract related documents into Oculus. This position will create Purchase Requisitions (PR) which will include activities such as reviewing scopes of work, schedules of pay items, figures and tables for consistency and formatting and will serve as the creator of PRs and change orders in MyFloridaMarketPlace (MFMP).  In performing the above MFMP duty, the employee will be expected to ensure that change orders are issued to Contractors in accordance with applicable rules the Department’s established ATC.

 

  • Serves as backup to implement the Contractor Selection Process for the Petroleum Restoration Program.  This includes evaluation of documents submitted to the ATC Contracts Team for Assignment.  Evaluation of recommended assignment type.  Utilizing the Storage Tank Contamination Monitoring Contractor Selection Formula and Chapter 62-772, Florida Administrative Code forms for the assignment. Downloading rates and importing into the Schedule of Pay Items workbook.  Notifying property owners of selected Contractor. Processing owner rejections of selected Contractor.  Offering work to selected Contractor.  Processing declines and acceptances of work and notifying site manager when they have an assigned contractor and can move forward with preparing the task assignment and purchase order.

 

  • Serves as backup and secondary point of contact for the Quote Performance Based Cleanup (QPBC) process. Tracks QPBC submittals and assists in posting of bids, responses to questions, and awarding of QPBCs. Reviews submitted QPBCs scopes of work, resolves issues with site managers.  Reviews and approves request for changes to QPBC purchase orders.

 

  • Maintains tracking of all Purchase Requisition and Change Order assignments and distribution to team staff.  Coordinate with staff to determine workload issues and redistribution needs.  Working with Site Managers and Procurement to assist in addressing issues and corrections to assure PRs and COs are processed in a timely manner for approval.

 

  • Incumbent will assist with the data reporting needs of the PRP Agency Term Contracts section. This includes learning to report the PRP program metrics, running data requests/projections and updating queries as needed.

 

  • Employee will be responsible for developing and updating process and guidance documents associated with PR Creation and will maintain tracking of errors, in addition to PRs and COs assigned to staff and provide weekly, monthly and annual reports on PR and CO Metrics for staff and the program.

 

  • Assist Team Leader with special projects and performs other duties as necessary

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of principles and processes involved in business and organizational planning, coordination, and execution.
  • Knowledge of office policies and procedures
  • Strong organizational skills
  • Skilled in SQL, Microsoft Word, and Excel
  • Skilled in writing, editing and report writing techniques, record keeping and records management.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to work with public officials, private organizations, and the general public.
  • Ability to organize and complete work assignments under pressure of time and shifting priorities.
  • Ability to work independently, as well as work well with others.
  • Ability to use personal computers.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures.

 

Required or Preferred Qualifications:

  • An associate’s degree from an accredited college or university; or Any combination of post-secondary education and verifiable related work experience, as described above, for a total of two years.

 

Other Job-Related Requirements for this position: 

  • Valid Driver License.
