Program Analyst

Duties

  • You will serve as a senior DON OFR Regional Program Analyst.
  • You will identify opportunities for and lead the creation of Department-level primary prevention tools and/or initiate pilots of evidence-informed programs to address identified trends/challenges.
  • You will serve as a subject matter expert for Integrated Prevention Workforce programs and exercises significant responsibility as a regional advisor.
  • You will conduct regular meetings and collaboration with Service-level IPPW within area of responsibility, allowing for enhanced collaboration, identifying challenges and solutions, and identifying potential strategies.
  • You will plan and execute regional engagements to support information sharing, professional development, and training of Navy and USMC IPPW and other stakeholders, as needed.
  • You will provide guidance and clarity on program evaluation and survey approvals to ensure consistency, adherence to policy, and proper approvals to enhance effectiveness and efficiency of prevention program evaluation efforts.
  • You will be responsible for assessing IPPW activities within AOR and making strategic recommendations to DON OFR leadership re: tailored programs, initiatives, evaluations based on region-specific needs.
  • You will organize and conduct independent assessments to identify issues interfering with readiness, effectiveness, compliance, and develops reports with detailed, comprehensive analysis and recommendations.
  • You will examine and interpret data from the region; Interpret policies and guidance to develop specific plans, objectives, and guidance for the operation of integrated prevention programs.
  • You will prepare reports, executive summaries and presents to a variety of audiences, including senior military officers and senior executives, ensuring the information is tailored to the audience and the delivery of information is accurate.

  • You will be required to obtain and maintain a current valid United States driver’s license to facilitate travel to coordinate, collaborate with military and civilian leadership and staff within designated region.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport. May be required to obtain a VISA based on the overseas country’s laws/regulations.

 

Qualifications

GS-14: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience coordinating and tracking the implementation and execution of integrated prevention, sexual assault, sexual harassment, domestic violence, suicide prevention and response programs and initiatives across various organizations.
  • Experience applying qualitive and quantitative methods and fact-finding techniques to collect and analyze data.
  • Experience assessing programs activities to identify issues and recommend solutions.

GS-13: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience assisting with coordinating and tracking the implementation and execution of integrated prevention, sexual assault, sexual harassment, domestic violence, suicide prevention and response programs and initiatives across various organizations.
  • Experience providing qualitive and quantitative methods and fact-finding techniques to collect and analyze data.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all requirements of a doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.
