General Description:  The Product Manager II is responsible for the product planning and execution throughout the Product Lifecycle, including:  gathering and prioritizing product and customer requirements and defining the product vision.  The Product Manager's job also includes ensuring that the product supports the County's overall strategic goals and business objectives, enabling transparency to the total portfolio of IT projects and enable senior leadership to prioritize demand based on the County's strategic goals.

Essential Job Functions:  

  • Defines the launch plans, product strategy and product roadmaps for the applications under their responsibility.
  • Delivers a prioritized features list with corresponding justification.
  • Works with IT technical staff and vendors to develop release plans for application implementation and upgrades.
  • Oversees the applications life-cycle and anticipate potential problems.
  • Gathers and prioritizes new enhancements, bug fixes and support overall usability of the solution.
  • Supports customer feedback sessions to foster understanding of the solution and to solicit new features, identify bugs and usability use cases.
  • Scopes and prioritizes activities based on business and customer impact.
  • Acts as a product evangelist to build awareness and understanding of the products in IT's service catalog.
  • Develops and articulates detailed user stories to provide developers or other stakeholders involved in the development of solutions, and understanding of what needs to be executed.
  • Acts as a customer's representation with development and/or other resources (internal & external customer) to ensure solution success.
  • Interfaces with business and technology teams to create and maintain processes to manage the technology lifecycle including agile development, product team roles and responsibilities, release management and change management.
  • Provides project progress reporting and presentations to senior management as required.
  • Performs project management duties for various projects and subsequent information management systems which include, but are not limited to, the following tasks:  Maintain and tract various project plans for improved system delivery, task/milestone completion and quality assurance.
  • Performs analytical work and prepare new business practices, policies, procedures and guidelines in support of various project functions, duties and subsequent other software applications across various departments and divisions.
  • Participates in the analysis, fact gathering, configuration, implementation and testing of application software.
  • Participates in the establishment and enforcement of quality assurance measures and testing standards for new applications  and enhancements to existing applications throughout their product life cycle.
  • Performs related work as required.

Knowledge, Skills and Abilities:

  • Ability to document, plan, develop, procure, implement, apply and maintain new information management systems according to business policies and practices.
  • Ability to budge, monitor and acquire according to fiscal policy.
  • Proven experience with business and technical requirement analysis, elicitation, modeling, verification and methodology development.
  • Excellent understanding of the organization goals and objectives.
  • Excellent listening, interpersonal, written and oral communication skills.
  • Able to understand customer behavior and needs then translate that into product requirements.
  • Ability to dive deep into technical considerations as needed.
  • Ability to manage project budget for products managed.
  • Ability to work independently with little oversight or direction.
  • Logical and efficient with keen attention to detail.
  • Ability to effectively prioritize and execute task while under pressure.
  • Strong customer service orientation.
  • Ability to participate with decision makers, information technology and end users to define business financial and operation requirements for systems.
  • Conduct research on software and hardware products to justify recommendation to support procurement efforts.
  • Ability to provide orientation and training to end users for all modified and new systems.
  • Working knowledge of Microsoft Office product suite.

Minimum Requirements:

PHYSICAL SKILLS:  Ability to communicate effectively using verbal, written and visual communication.

EDUCATION, TRAINING AND EXPERIENCE:  Graduation from an accredited college or university with a Bachelor's Degree in Business or related field and four (4) years' progressively responsible experience with application lifecycle management in the public sector OR graduation from an accredited college or university with an Associate degree in Business or related field and six (6) years' progressively responsible experience with application lifecycle management in the public sector and the below certificate. Experience overseeing the design, development and implementation of software and hardware solutions, systems or products. Experience working in a team oriented, collaborative environment.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:  Must possess a valid Florida driver's license. Product certification PMI-Agile Certified Practitioner (PMI-ACP) OR Project Management Professional (PMP) required when applicant doesn't possess a Bachelor's Degree. ITIL 4 Foundations and Certified Scrum Product Owner (CSPO) certifications preferred.
