General Description: Pasco County Development Review department is currently seeking an experienced Transportation Planner II to join their team. This role involves advanced technical and administrative transportation planning and review, and maintenance and coordination of transportation plans, studies and programs.
Essential Job Functions: Technical and administrative review, and preparation of traffic impact studies including developing transportation related conditions of approval for a variety of land development projects and proposals such as Developments of Regional Impacts (DRI), land use plan amendments, rezonings and site plans. Technical and administrative review of transportation impact/mobility fee proposals and studies. Technical review of substandard roadway and access management studies. Coordination and review of development projects for consistency with the County's short and long range multimodal transportation plans, Land Development Code, and related Comprehensive Plan Goals, Objectives, and Policies (GOP) with the multimodal Transportation Plan of the Metropolitan Planning Organization and its GOP's. Coordination with internal and external departments for consistency with future roadway, transit, sidewalk and bicycle plans. Implement transportation related requirements included in various existing and future adopted County ordinances and resolutions. Performs related work as required.
Knowledge, Skills and Abilities:
- Knowledge of principles and techniques, and experience in the review and development of traffic impact studies.
- Knowledge of trip generation, trip distribution, and assignment techniques related to traffic impact studies.
- Knowledge of, and experience with level of service (LOS), and signal timing determination Software, such as Highway Capacity Software (HCS) and SYNCHRO.
- Knowledge of basic concepts of vehicular access management as relates to review of land development proposals.
- Knowledge of State of Florida requirements including state statutes and rules in review of DRI's for land development proposals.
- Knowledge and experience in administrating the review process for various traffic studies.
- Experience in writing conditions of approval as it pertains to transportation issues for proposed developments.
- Skilled in utilizing computer database and spreadsheet programs and software.
Minimum Requirements:
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Master's Degree in a related discipline OR Graduation from an accredited college or university with a Bachelor's Degree in a related discipline with a minimum of two (2) years of transportation planning experience. Experience in writing conditions of approval as it pertains to transportation issues for proposed developments.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license.
