General Description: The Planner II (Long Range) position provides support for a wide range of planning activities within the Planning and Development Department, Long Range Planning Division. This mid-level position involves professional-level duties and judgment, and fewer routine administrative tasks.
Essential Job Functions: The following essential job functions are provided as examples of the type of work that may be performed by this position, demonstrating the responsibilities, duties and skills that may be utilized.
Supports the Long Range Work Program by:
- Developing planning studies and reports in support of new and updated plans, programs, and regulations.
- Reviewing or assisting in the review of moderately difficult development proposals and site plans for conformance with codes, plans and regulations.
- Preparing and presenting detailed reports on development proposals to government bodies.
- Collecting a variety of statistical data and prepare reports and maps on topics such as census information, land use, tax base data, and occupancy rates.
- Acting as liaison between community groups, government agencies, developers and elected officials in developing neighborhood plans.
- Coordinating community review of public and private development projects.
- Providing information to the public regarding development regulations.
- Assisting in resolving citizen and customer issues.
- Overseeing the work of consultants and interns.
- Conducting field evaluations and assessments.
- Attending evening and weekend meetings.
- Preforms related duties as required.
Knowledge, Skills and Abilities:
- Knowledge of general planning law principles and practices at the local, regional and state levels of government.
- Knowledge of basic urban design and land use concepts.
- Knowledge of principles and practices of research and data collection.
- Demonstrated skill in visual communication and physical design.
- Ability to practically apply statistical, algebraic or geometric knowledge.
- Ability to create and present ideas and findings clearly and concisely in written, oral and graphic form.
- Ability to establish and maintain effective working relationships with department heads, outside agencies and the general public.
- Ability to participate in planning studies and multiple projects simultaneously; work independently or in a team environment.
- Ability to balance details with big picture goals and vision.
- Ability to interpret applicable legislation rules and codes.
- Ability to operate computer software commonly utilized in the Planning profession, such as MS Office Suite, GIS, Adobe Creative Suite (Illustrator, In-Design, Photoshop, Acrobat Pro), AutoCAD, Community Viz, and SketchUp or similar visualization tools.
Minimum Requirements:
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Master's Degree in a related discipline OR a Bachelor's Degree with a minimum of two (2) years' professional urban and regional planning experience. Master's Degree in a related field is preferred.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license.
