Behavioral Health Supervisor - Jail & Court Based Services

  • Adult Detention Center – Jail Based Team


Jail Diversion-Intensive Case Management Team:
Serves as one of the three clinical and administrative supervisors on a multidisciplinary team, where co-workers are therapist/case managers, medical staff, peer support specialists and criminal justice system partners. The Behavioral Health Supervisor provides a wide range of professional treatment services to diagnostically, culturally, and socio-economically diverse client populations with serious mental illness, substance use, emotional and co-occurring disorders as well as developmental disabilities. The Jail Diversion – Intensive Case Management Team provides case management services to individuals with a serious mental illness who have been involved in the criminal justice system. The services are mostly provided in the community, at the Fairfax County Adult Detention Center, Fairfax County Courthouse, and the Sharon Bulova Center for Community Health. May conduct case management service, individual therapy, and testify in court. Must maintain detailed documentation in an Electronic Health Record meeting state, local and federal performance contract, and licensing expectations. Supervisor for a multidisciplinary team to include Peer Recovery Specialist, Behavioral Health Specialist I, Behavioral Health Specialist II, Behavioral Health Senior Clinician, and Behavioral Health Nurse/Case Manager.

The Jail Diversion-Intensive Case Management Team is a community-based team with the main office being at the Sharon Bulova Center for Community Health. A commitment is made to offer scheduling flexibility, as program needs allow.

Jail Based Team:

The Behavioral Health Supervisor provides a wide range of professional treatment services to diagnostically, culturally, and socio-economically diverse client populations with serious mental illness, substance use, emotional and co-occurring disorders as well as developmental disabilities. May conduct individual, group and family therapy and testify in court. Must maintain detailed documentation in an Electronic Health Record meeting state, local and federal performance contract, and licensing expectations. Supervisor for a multidisciplinary team to include Behavioral Health Specialist I, Behavioral Health Specialist II, Behavioral Health Senior Clinician, and Behavioral Health Nurse/Case Manager.

This is an onsite position, and your work location will be the Fairfax County Adult Detention Center. This position’s work hours will include weekend and evening hours, as well as some holidays, and on-call.  

Bonus Note:  The Jail Based Team position is eligible for an annual environmental bonus of $5,408 for full-time positions.

Illustrative Duties

  • Provides staff supervision for all clinical aspects of the program;
  • Plans, assigns, and reviews work of team members;
  • Interviews and selects candidates for various positions;
  • Performs complex evaluations and makes independent diagnoses using Diagnostic and Statistical Manual of Mental Disorders and International Statistical Classification of Diseases and Related Health Problems (ICD) - 10;
  • Provides individual, family and group treatment;
  • Maintains a caseload of diverse, complex, and high risk individuals;
  • Develops treatment plans and adapts treatment interventions and approaches;
  • Provides assessment and treatment services to individuals presenting a wide variety of emotional, social, and mental disorders over a range of severity;
  • Consults with professionals on a variety of problems including delivery of needed services for clinically complex cases;
  • Provides liaison to community agencies to facilitate communication and service provision for individuals requiring multiple services;
  • Develops and implements program activities and services, including training and educational activities;
  • Under direction, develops and implements a specialized program which is designed to maximize the effectiveness and efficiency of service provision;
  • Supervises day-to-day program operations;
  • Promotes awareness of program services through presentations;
  • Develops and monitors program's policies and procedures;
  • Ensures that program is in compliance with applicable federal, state, and local policies, regulations, and statutes;
  • Mediates and facilitates inter-and intra-program issues needing a systems perspective;
  • Plans, recommends, and executes quality initiatives related to mental health standards;
  • Monitors and analyzes the impact of psychotropic medication on an individual's functioning and mental status;
  • Provides crisis stabilization and crisis management;
  • Ensures that a facility is maintained in good operating condition and compliant with health and safety, licensure, and regulatory requirements.

 

Required Knowledge Skills and Abilities

  • Extensive knowledge of the principles, theories, and methods of the psychological and social development of humans;
  • Thorough knowledge of the elements of a comprehensive bio-psycho-social assessment and interviewing techniques;
  • Thorough knowledge of and ability to implement recovery oriented practices and person-centered planning;
  • Knowledge of major schools of treatment inclusive of substance abuse prevention and treatment methods/techniques;
  • Core skills in motivational interviewing and cognitive behavioral therapies;
  • Knowledge of psychiatric, psychological, sociological, and addiction terminology and concepts;
  • Knowledge of clinical supervisory methods and techniques;
  • Knowledge of alcohol and/or drug addiction and the physiological and psychological effects;
  • Knowledge of existing referral agencies and community resources;

  • Ability to formulate diagnoses and to diagnostically interpret data obtained from psychological test results, social histories, and interviews;

Employment Standards

MINIMUM QUALIFICATIONS:
Graduation from an accredited college with at least a master's degree in social work, psychology, counseling, or nursing plus three years of clinical experience or a doctoral degree in psychology, social, counseling or nursing plus one year of clinical experience.

Must be eligible to be licensed to practice in the Commonwealth of Virginia in one of the following: Licensed Clinical Social Worker, Licensed Professional Counselor, Clinical Psychologist, Licensed Marriage and Family Therapist, Licensed Substance Abuse Treatment Practitioner or Clinical Nurse Specialist.

CERTIFICATES AND LICENSES REQUIRED:

  • Valid driver's license with fewer than six demerit points (or equivalent in another state) must be maintained throughout employment with Community Services Board.
  • Qualified Mental Health Professional – Adult (QMHP-A) (within 1 month of hire)
  • CPR certification (within 3 months of hire)


NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, a driving record check, and sanction screening to the satisfaction of the employer. A TB screening upon hire and annually thereafter. Requires a National Provider Identifier.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies).  

PREFERRED QUALIFICATIONS:

  • At least one year of experience providing behavioral health services in community settings.
  • Experience working within the Criminal Justice System (ex: Courts, Jail, Probation)
  • Experience with providing behavioral health services to individuals receiving treatment with Mental Health Disorders, Substance Use Disorders (SUD) and/or Co-occurring disorders (COD).
  • Experience with interpreting and following work processes and procedures; ability to work well with other service agencies; and work well in a team environment.
  • Strong organizational and time management skills; and strong clinical skills and abilities.
  • Licensed to practice in the Commonwealth of Virginia in one of the following:
    • Licensed Clinical Social Worker,
    • Licensed Professional Counselor,
    • Clinical Psychologist,
    • Licensed Marriage and Family Therapist,
    • Licensed Substance Abuse Treatment Practitioner, or
    • Clinical Nurse Specialist.


PHYSICAL REQUIREMENTS:
The Adult Detention Center is not barrier free. Ability to walk significant distances within multiple buildings, climb stairs, and respond to physical requirements necessary to comply with security and safety regulations. Ability to attend off site meetings and training; communicate effectively orally and in writing; and observe, process, and document clinical information. Ability to access, input, and retrieve computer data. All duties performed with or without reasonable accommodations.
