Technical Writer
The incumbent is responsible for a range of SPSA cognizance documentation developed for the SP23, SP27, SP50, SP2015, and SP205 (Tactical and Training) Technical Branches applicable systems such as SP23 Shipboard Data System (SDS), Data Recording System (DRS), and SP27 Flight Test Instrumentation (FTI). The incumbent of this position is a Documentation Management Specialist responsible for providing program planning and management for the "Technical Data" element of SSBN Systems/Subsystems under the cognizance of the SPSA. He/she is responsible for all SDS, FTI, and Training documentation (TOP, Technical Manuals, Requirements Documentation (ODs, WSS, etc.) under the cognizance of SPSA. He/she is responsible for the fleet documentation schedule, training and
personnel development to include assignment tasking. The incumbent serves as the fleet support backup in support of Trouble Failure Reports (TFR), unique repair procedures (URP), and naval messages. The incumbent serves as a training mentor for the professional and technical development of fleet documentation team.
Fleet Documentation Build Support:
The incumbent shall review Fleet Documentation partial build submittal to SPSA. He/she ensures that the fleet documentation content effectively supports the fleet user. He/she provides recommendations and changes to ensure that the documentation is consistent with SSP programs standard user procedural methodology, Interactive Electronic Technical Manuals (IETM) requirements, and training Requirements. The incumbent also provides SPSA approval in order for the full TIDB documentation development process to be completed.
Verification and Formal Testing Support:
Directs and controls the planning and preparation of all Independent Validation and Verification (IV&V) efforts for testing of Fleet Documentation fleet deliverables. Participate, with contractor engineering and IV& V personnel, as witness for SPSA, in the validation of all fleet documentation deliveries. Directs and controls the validation of all Procedural Documentation (both paper and electronic versions as applicable). Participate, with contractor engineering and Fleet Documentation personnel and act as witness for SPSA, in the validation of all procedural fleet documentation. Provides defense contract management agency (DCMA) support for verification testing.
Fleet Documentation Quality Assurance:
He/she acts as the authority for quality, quantity, and procedural matters relative to technical documentation and the Trouble and Failure Report (TFR) Program. Technically coordinates with other Detachment personnel in matters of technical documentation and makes the final approval/recommendation for new/changes to Standard Operating Procedures (SOPs) Standard
Maintenance Procedures (SMPs), and Preventative Maintenance Management Plan (PMMP) for the applicable weapon systems. Controls and maintains the Master Distribution List (MDL) for all related documents under applicable SSP technical branch cognizance. Reviews and makes final approval of applicable SSP technical branch cognizant inputs (paper and electronic) to strategic systems programs electronic technical documentation (SSPETD) published SSBN Required Documentation List (RDL) for the US fleet activities, and UK Fleet activities. Establishes policies, procedures and methods of identifying, selecting, acquiring, and managing design disclosure documentation and fleet use technical manuals. Incumbent shall establish/support policies, procedures and methods for processing drawing packages (both paper and electronic). Technically coordinates with other SPSA personnel in matters of technical data packages and has final approval authentication authority for new drawing packages and changes to drawing packages. Reviews technical design packages with emphasis based upon fleet experience/operational insight and formulate system recommendations and changes to ensure new designs support user operability and to ensure the designs consistent with SSP programs standard user procedural methodology, Interactive Electronic Technical Manuals (IETM) requirements, and training.
Process Documentation Support:
Reviews and recommends approval for contractor prepared government plans. and procedures to ensure that technical data preparation policies and procedures (for paper or new electronic
database/user access systems such as IElM) comply with SSP, Government and/or commercial standards and requirements. Ensures electronic documentation plans, procedures and production methods wilt provide products which meet SSP requirements for Fleet information integrity. Provides recommendations for improvement and follows-up to ensure that corrective action is taken.
Requirement Support:
Prepares and/or reviews and recommends for approval program plans, specifications, and documents, which formally define fleet deliverable operational and maintenance data requirements, in the form of either paper or as electronic information, to be completed by the contractor. Serves on documentation management board (DMB), committees and documentation working groups (DWG) in order to determine and implement technical data requirements, and electronic information database requirements during development production, and life cycle support activities for SSP Systems/Subsystems such that appropriate requirements are incorporated.
Spare Documentation Support:
Establishes and manages spare documentation, revisions, and changes at Trident Refit Facilities and at the contractor site for applicable SSP technical branch cognizant documents. Establishes and manages spare documentation, revisions, and changes at Naval Surface Warfare Center. Crane Division (NSWC-CD), for applicable SSP technical branch cognizant documents.
Trouble Failure Report:
Reviews and process documentation related TFRs. Serves as backup for directing and controls the TFR program operations {both paper and electronic processes) of the contractor. He/she ensures SPSA processes support the SSP TFR program goals.
Advisory:
The incumbent serves as the focal point and expert advisor to SPSA, SSP, DCMA, and other Navy FBM activities and contractor personnel relative to technical documentation, contract, and electronic information issues. Interprets SSP/Navy/DoD and commercial standards/specifications and regulations relating to technical data, prepares additional specific written guidance as necessary, conducts user briefings and liaison meetings, and provides other consultative services.
Engineering Support:
Incumbent provides engineering services under instruction of another SPSA engineer for projects as directed by the Department Head. These efforts include development of Strategic Systems
Programs Alterations (SPALT) and PMO Alteration Documents (PAD), software tools, support of system level testing, support of system reviews for all program phases (concept preliminary design, critical design, transition to production, all phases of production, installation, and product support phases) per system development processes. These efforts include participation in the development and maintenance of the TIDB Comparison Tool and support of system level testing, support of system reviews for applications of the Comparison Tool throughout all program phases.

Knowledge Required by the Position:
- Requires an extensive and advanced knowledge of the preparation of documentation required for the manufacture, follow-on fleet training, operation and maintenance of complex electronic equipment.
- Intensive, practical knowledge of the characteristics, properties and users of SP23 and FTI Systems/Subsystems and equipment, specifically submarine weapons systems and equipment, their applications, interfaces, and weapons training systems. Knowledge is such as could be acquired via technical training and experience in such functions as repairing, maintaining, operating, instructing, and inspecting such systems.
- Ability to make rapid and sound technical decisions under pressure and the ability to improvise new or unique methods to achieve flawless results.
-Comprehensive knowledge of the interrelationship between the technical date specialty area and related areas of logistics and engineering, as well as development and production, configuration management, procurement, etc.
- Adept in preparing and making oral and written presentations to effectively report progress, gain acceptance of proposed solutions to actual or potential problems, etc.
- In-depth knowledge of the field of technical/managerial data management process including new ("state-of-the-art") electronic information systems data management that enables the
incumbent to implement complete data management plans and policies for SP23 and FTI Systems/Subsystems and equipment and to serve as an expert advisor in this specialty area.
