MANAGEMENT AND PROGRAM ANALYST
The primary purpose of the work is to provide line managers with objectively based information for making decisions on the administrative and programmatic aspects of agency operations and management.
A. Program Readiness and Contingency Planning
- The incumbent exercises originality and sound judgment to provide program planning and analysis.
- Perform assessments, coordination, and advisory services for a variety of issues regarding organization readiness, identification of required contingency response missions and support plans, natural disaster, war damage repair, or effective management of limited resources.
- Negotiate and develop appropriate solutions and/or alternatives related to projects/programs.
B. Program Resource Analysis
- Provides complex substantive management support services in key agency program areas for cost analysis, annual/multi-year/long range fiscal planning, or development of annual work-plan(s) to organizations whose operations may be interrelated and/or unstable.
- Provides required budget data/input in the assigned program areas to the pertinent business managers in support of any actions to justify and defend all programs, plans, and budget.
- May be responsible for budget plans for many varied/diverse features of assigned program areas.
- Takes into account the costs/risks associated with operations of extremely complicated services, equipment, software, or unique components.
C. Program Effectiveness
- Serves to lead and/or conduct management studies, surveys, reviews, and research projects.
- Measure and evaluate (on a quantitative/qualitative basis) program accomplishments, effectiveness, and/or compliance with meeting specific goals, objectives, rules, and regulations.
- Develop options, recommendations, and conclusions affecting short and long-range program performance.
- Analyze, evaluate, and advise management on the effectiveness and efficiency with which agencies and their components carry out their assigned programs and functions.
- Involved in planning, analyzing and/ or evaluating the effectiveness of line or operating programs.
- Manages project activities, progress, and scheduling to ensure successful performance.
D. Management Analysis
- Performs organization structure, workforce staffing/utilization, and/or space utilization studies or portions of studies.
- Designs, plans, and conducts work measurement, methods and procedures, engineered time standards, and/or benchmarking studies of complex, or work processes.
- Reviews and analyzes documentation procedures and controls, files, directives, forms, records control and disposal procedures and office automation and performs equivalent management information studies of limited scope and impact to the organization.
E. Other Duties
- Coordinates and liaises with internal and external customers across a broad spectrum of government employees, military members, consultants, contractors, other government organizations, and industry at conferences, briefings, and meetings to solidify command/naval positions, to persuade management, or to accept controversial changes/objectively based information for making decisions on the administrative and programmatic aspects of agency operations.
