Duties
- Provide statistical support (both sampling and analysis) to all DFAS Operations organizations.
- Develops, reviews, and updates existing statistical sampling plans for various reviews and applications within DFAS and the DoD, using sound and defendable models provided in professional texts and publications on statistical sampling methodology.
- Provide quantitative analytical support to both DFAS and external DoD customers (e.g., service components and Defense Agencies) for statistical applications.
- Verifies information at the request of the DoD Comptroller's Office, military service, and other DoD components.
- Analyzes financial data using various statistical methods such as: descriptive, inferential, univariate, multivariate and non-parametric models
- Constructs mathematical models of sampling plans using SPSS, Microsoft Excel, or other software programs appropriate for the specific type of data involved in the project and in adherence with applicable guidelines and regulations.
- Interprets and presents, both orally and in writing, results from quantitative analyses of data collected from quality or financial reviews.
- Serves as statistical consultant on teams and special projects providing professional and technical guidance in areas of statistical sampling and quantitative methods of data analysis.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below:
A: Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
OR
B: Combination of education and experience - courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-11) in the Federal service, which demonstrates the ability to perform the duties of the position.
Specialized experience is defined as: Performing complex data analysis utilizing various statistical methods (such as descriptive, inferential, multivariate, non-parametric models, etc.); applying advanced statistical analytical tools such as regression analysis and measures of variance; developing new statistical data sampling plans (such as simple random, stratified, cluster, multi-stage, quality assurance, systematic, etc); and formulating and reporting interpretations/recommendations based on statistical data analysis using various statistical software programs (such as SPSS).
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
