The selectee will serve as the "expert" responsible for coordinating and managing Ohio's discretionary grant program, including delivery of the United States Department of Transportation's Competitive/Discretionary Grants Portfolio (those awarded to Ohio). The incumbent will have a wide range of responsibilities, including:

  • Developing project grant agreements, administering projects and grants, reviewing project vouchers, and associated reporting (including performance measures).
  • Reviewing discretionary grants applications and Notices of Funding Opportunities (NOFOs) to properly identify the staff to assist with grant management.
  • Coordinating with leadership on assigning grants to various program specialists in the Ohio Division Office.
  • Ensuring program specialists have familiarity with all tasks associated with proper grant administration and reporting requirements.
  • Acting as an "in-house" expert to answer questions on grant administration.
  • Providing technical expertise on Federal-aid laws, regulations, policies, and procedures related to discretionary grant project delivery.
  • Representing FHWA with discretionary grant officials, as well as a wide range of stakeholders (including the Ohio Department of Transportation, metropolitan and regional planning organizations, local governments, consultants, and more).

The ideal candidate is a mid-career professional who functions independently and demonstrates leadership in team environments.

Additionally, the ideal candidate has excellent collaboration, analytical, strategic planning, and communication skills.

Experience in the oversight and analysis of transportation policy, programs, and procedures is desirable.
