Assistant Director, Debt Finance
The Assistant Director will support the Senior Director, Debt Finance in all aspects of the day to day implementation and management of the Corporation’s debt finance program.
Summary of Duties and Responsibilities:
Under direction of the Director, Debt Finance, support or participate in the following department activities:
- Management of system bond issuances, includes working with the financing team to coordinate production of due diligence documents, review bond offering statements, analyze proposed financing options, prepare credit rating agency presentations and other related tasks.
- Review, analyze and make recommendations regarding debt financing proposals submitted to the Corporation, including capital leasing, equipment loans and bond refunding.
- Review and prepare various documents associated with NYPA (New York Power Authority) loans.
- Perform all on-going maintenance activities associated with outstanding debt, including:
- Process drawdowns of debt funding and maintain all required records and documentation.
- Monitor project spending and encumbrances, maintain and update financed project lists
- Obtain and manage Letters of Credit for outstanding variable rate bonds
- Prepare and submit quarterly and annual financial disclosure materials to the EMMA website and Letter of Credit provider banks
- On a quarterly basis, update current year and 4-year forecasts of debt service on HHC bonds
- On a monthly basis, calculate the tri-party debt service payments on the variable rate bonds
- Gather documents for arbitrage rebate reports
- Monitor weekly rates, estimate interest rate and interest payment projections, budget and monitor debt service payments
- Coordinate with the Capital Budget Unit, Office of Facilities Development, Enterprise IT Services and Supply Chain on planning, tracking and reporting on capital spending and funding.
- Prepare quarterly “Due to NYC” reports that reconcile capital payments from the City of New York which are shown in the City’s FMS (“Financial Management System”) against the Corporation’s OTPS (“other than personal services”) records.
- Prepare fiscal year end Transferred Capital Assets Reports by financing source for the Fixed Assets Unit in the Comptroller’s division.
- Interact with investors, underwriting firms, financial advisors, bond counsel and various departments within the Corporation.
Minimum Qualifications
1. Master’s degree from an accredited college or university in Accounting, Finance, Business Administration or a related discipline with an emphasis on accounting and financial systems; and two (2) years of responsible-level experience in fiscal management or administration with an emphasis on financial systems, management information and controls, one (1) year of which must have been in a responsible administrative or managerial capacity; or
2. Bachelor’s degree from an accredited college or university in disciplines, as listed in “1” above; and three (3) years of experience, as described in “1” above, one (1) year of which must have been in a responsible administrative or managerial capacity.
