As an employee of Sarpy County, you receive regular pay for the services you provide at a rate of $77,804.00 per year. In addition to your salary, Sarpy County provides benefits, such as insurance and retirement, which are valued at up to $28,558.33  per year. 

County Government In-House Counsel
Practice may include contract, employment, administrative, constitutional and tax law; risk management and compliance, planning and development; litigation; and general legal affairs for the fastest growing county in Nebraska.


We are looking for a dynamic self-starter with excellent writing skills, who is eager to learn and join a collaborative team.  All levels of experience are encouraged to apply, 0-5 years experience preferred.  Sarpy County employees are eligible for Public Service Loan Forgiveness. 



 

 

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES

 

 

Establish and maintain effective working relationships with clients, Officials, supervisors, employees, attorneys, judges, law enforcement staff, other County employees, other agencies, and the general public.

Advises County departments and elected officials, and county boards and commissions on a variety of legal matters, including, but not limited to the legal implications of a particular action, inaction or decision.

Applies legal expertise in a variety of legal fields including administrative, contract, tort, environmental, regulatory, public disclosure requests, and other fields of law which apply to county government.

Assists in civil prosecution of county code violations; prepares, reviews, and examines contracts, agreements, real property instruments, motions, ordinances, and other legal documents for County departments and elected officials.

Assists in the preparation of cases for administrative hearings and proceedings; performs legal research and provide legal opinions for projects as assigned.

Helps develop County regulatory and administrative practices by researching, reviewing, and preparing proposed ordinances, motions, resolutions and policies. 

Represents the County at involuntary mental health commitment hearings and perform duties related under the Mental Health Commitment Act and Sex Offender Commitment Act.

Drafts legal documents; prepares memoranda of law, briefs, agreements and other legal filings and documents as required.  

Represents the County’s interests in assigned civil litigation primarily by working with outside counsel.

Report to work with regular, predictable, and consistent attendance.

MINIMUM QUALIFICATIONS

 

 

Education and Experience

Graduation from an accredited law school with a Juris Doctor degree, and 

Licensed or eligible for licensure to practice law in Nebraska.

 

Necessary Knowledge, Skills and Abilities

Knowledge of laws, research, and legal writing ability

Skill in preparing legal opinions and orders; effective communication skills; skill in operating the listed tools and equipment

Ability to prepare and analyze comprehensive legal documents

Ability to work effectively independently and as part of a team

Ability to carry out assigned projects to their completion

Ability to communicate effectively, in English, both verbally and in writing

Ability to work under pressure, deadlines, and/or frequent interruptions

Ability to maintain confidential information

Ability to navigate stressful situations while maintaining composure

Ability to interact with individuals of diverse cultural and socio-economic backgrounds

Ability to operate office equipment including, but not limited to, multi-line phone, computer and computer software, typewriter, printer, scanner, copier, and fax

 

 

PHYSICAL DEMANDS AND WORKING CONDITIONS

Work requires some physical activity, including frequent periods of sitting/remaining stationary walking/moving about, standing/remaining upright, as well as occasionally bending and reaching. The incumbent must possess the hand-eye coordination and manual dexterity necessary to operate/manipulate equipment (e.g. use hands to finger, handle, or feel objects, tools, or controls). The employee must occasionally lift and/or move up to 25 pounds. 


Required sensory abilities include vision, hearing and touch. Visual abilities, correctable to normal ranges, include close and color vision as well as the depth perception and the ability to adjust focus.  Communication abilities include the ability to talk (verbal exchange) and hear within normal ranges. 


Work is generally performed in an office setting during day-shift hours, however hours may occasionally include evening, holidays, and call-ins, with occasional outside work setting and exposure to elements. The noise level in the work environment is usually moderately quiet in the office, and moderate to loud in the field.
