Toxics Cleanup Program Policy and Regulatory Analyst (Regulatory Analyst 3)

The Toxics Cleanup Program (TCP) within the Department of Ecology (Ecology) is looking to fill a Toxics Cleanup Program Policy and Regulatory Analyst (Regulatory Analyst 3) position. This position is located in our Headquarters (HQ) in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.
As a Policy and Regulatory Analyst for the Toxics Cleanup Program (TCP) you’ll develop program-wide strategies, policies and processes to implement goals established in the Model Toxics Control Act (MTCA) and the Underground Storage Tank (UST) statutes. In this role, you’ll develop or update cleanup regulations and analyze regulations and policies to develop technical approaches to implement cleanup requirements under MTCA and other cleanup regulations. You’ll work with staff and managers across TCP and Ecology, as well as with other Washington State agencies, the Environmental Protection Agency and tribal representatives to provide technical assistance in interpreting complex regulatory matters.

Tele-work options for this position: This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. This position will be eligible to tele-work up to three days per week. Duties
In this role, you will work with the Toxic Cleanup Program's (TCP's) policy development teams to evaluate and resolve policy issues related to contaminated site cleanup in accordance with regulatory requirements and best practices. You’ll also collaborate with policy and program staff to develop and update regulations, prepare rule language, coordinate support documents, and facilitate meetings with the public and other interested parties. You’ll also provide technical assistance to cleanup site managers to help evaluate data in alignment with regulatory requirements and conduct scientific and economic surveys and analyses to support cleanup site decisions.
Duties of the TCP Policy and Regulatory Analyst will include:
- Develop, evaluate, and interpret, internal and external regulations, policies, procedures. Conduct policy research and analysis.
- Develop and update cleanup regulations in collaboration with TCP staff, TCP’s Stakeholder and Tribal Advisory Group (STAG), state and federal agency staff, Tribes, and other interested parties.
- Develop and implement strategies to effectively communicate and engage with Ecology staff, consultants, members of the regulated community, tribes, and other interested parties.
- Compose plain-talked documents on complex legal, economic, regulatory and technical issues for lay audiences.
- Provide backup support for TCP’s Legislative Coordinator – monitoring legislative bills, preparing analyses and testimony for committee work sessions and hearings.
- Help prepare program and agency request legislation, coordinating with other program staff working on legislative issues.
- Maintain knowledge of environmental laws, regulations, policies, and programs.
Qualifications
Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
- 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
- 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.
A total of eight years of experience and/or education as described below:
- Experience in professional research or analysis with an institution engaged primarily in regulatory matters or regulatory analysis for Washington State or other state governments.
- Education involving major study in law, public administration, environmental science, natural or physical science, engineering, economics, business administration, related social sciences, or closely related field.
