24-06520 Revenue Tax Policy/Research Consultant

The Office of the Commissioner, Division of Taxpayer Ombudsman has an opening for a Revenue Tax Policy/Research Consultant I position. We are seeking a highly motivated individual to join our team in the Division of Taxpayer Ombudsman.

As a Revenue Tax Policy/Research Consultant I, you will be responsible for reviewing proposed tax legislation regarding all tax laws and developing policies relating to statues for the Department of Revenue.

1.  Responsibilities include, but are not limited to:

  • Responsible for managing the Confidentiality statue for KRS 131.190. Developing policies relating to the statue for DOR.
  • Prepares and reviews proposed tax legislation regarding all tax laws that impacts the Department of Revenue.
  • Responsible for establishing and maintaining the security of Federal Tax Information that is received.
  • Acts as liaison between Department of Revenue, Internal Revenue Service, and the Security and Disclosure Branch.
  • Performs other duties as required.

2.  Additional/Supplemental information:

  • Required to successfully complete a background investigation including an FBI criminal history record check (fingerprint check).
  • Required to comply with all tax laws.
  • Mostly at a desk using a computer and telephone.
  • Some travel for training and education.

3.  Minimum Requirements

  • EDUCATION: Graduate of a college or university with a bachelor's degree in accounting, business administration, commerce, economics, finance or a related field OR must be a graduate of an accredited School of Law.
     
  • EXPERIENCE, TRAINING, OR SKILLS: Five years of professional experience in Kentucky tax administration, tax preparation, tax research, tax law, auditing of taxes, or college teaching in one of these or related academic fields.
     
  • Substitute EDUCATION for EXPERIENCE: Graduate study in accounting, business administration, commerce, economics, finance, or a related field will substitute for the experience on a year-for-year basis. Licensure to practice law in the Commonwealth of Kentucky or certification as a Certified Public Accountant will substitute for two years of the experience.
     
  • Substitute EXPERIENCE for EDUCATION: Professional experience in the administration, preparation, or auditing of taxes or related tax information will substitute for the required education on a year-for-year basis.
     
  • SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE

4.  Working Conditions

Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
