Emission Inventory Specialist

The California Air Resources Board (CARB) is seeking a dynamic candidate to join our Criteria Pollutant Inventory Section. In this pivotal role, you'll contribute to the foundation of CARB's policy work by developing and maintaining emission inventories that identify what is being emitted into the air, by whom, and where. Your work will guide and provide the scientific basis for emissions control programs and track progress towards California's numerous emission reduction efforts.

As an Air Pollution Specialist, you'll be a vital partner in air quality planning, photochemical modeling, regulation development, community-level emissions reduction plans, and project-level assessments.

Under supervision of an Air Resources Supervisor I, you will be part of a diverse, technical, and collaborative team responsible for various aspects of emissions inventory development and management, with a focus on PM2.5 and its precursors.

Key responsibilities include:
 

- Air District Liaison

  • Act as a primary point of contact for local air districts, especially to support State    Implementation Plans (SIPs)
  • Train and keep district staff informed about CARB inventory guidelines and policies
  • Develop and implement quality control and quality assurance processes to validate and verify the criteria emissions inventory
  • Collaborate with local air districts assist them and to resolve data discrepancies

- Statewide Inventory Management

  • Coordinate year-round activities for updating and maintaining California's criteria and toxics statewide inventory
  • Apply scientific concepts to design and develop databases for storing and retrieving emissions data
  • Collaborate with local air districts to perform regular database updates

- Emission Estimates Development and Documentation

  • Develop, update, and review methodologies for estimating emissions, including for PM2.5 and its precursors
  • Prepare detailed documentation
  • Assist air districts in developing criteria emission estimates
  • Review emission estimates submitted by air districts for CARB approval

- Reporting and Communication

  • Prepare electronic reports and briefings on emissions and related subjects for various stakeholders, including staff, management, EPA, and for State Implementation Plans (SIPs)
  • Deliver written reports and oral presentations on methods and results to various audiences

- Specialized Inventory Processes

  • Coordinate year-round activities for updating and maintaining utility tables
  • Perform specialized inventory processes, such as area source reconciliation, speciation, and PM2.5 condensable speciation

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.

  • Position located in a high-rise building.
  • Requires being stationary, consistent with office work, for extended periods.
  • Standard office environment (artificial lighting, controlled temperature, etc.).  
  • Daily use of a personal computer, office equipment, and/or telephone.
