Job Summary

 

The supervisor of the Business Systems Unit 2 (BSU 2) provides direction and leadership for the staff responsible for making sure the agency’s business systems meet internal and external user needs, while working on initiatives that support strategic division and agency objectives. This supervisor promotes good stewardship of state resources while balancing operational efficiency and standardization with flexibility and customer service. 

This is a highly collaborative position, promoting teamwork with other Department of Revenue supervisors and management to create and drive consistent standards and measures for BSU staff and their functions. This supervisor works closely with other teams across the agency, including many other divisions, MN.IT, Coordinator Supervisors, and the Integrated Tax Management Team. 

This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. Telework eligibility is based on the business needs of the unit and is at supervisory discretion. Commuting to the St. Paul office location for occasional in-person meetings is expected. 

Qualifications

 

Minimum Qualifications

  • Experience supervising professional level employees OR experience as a lead worker of
    professional level employees.

AND

  • Four (4)* years of professional level experience in business systems analysis, testing and project/product management.

*An associate degree may substitute for 6 months of experience. Bachelor's degree may substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience. Majors in information technology, business administration, public administration, management, or other closely related fields are acceptable.

Applicants who meet the above experience requirements will be further evaluated during the interview based on the following:

  • Demonstrated ability to work under pressure and effectively manage time with strong organizational skills.
  • Experience managing performance, mentoring, coaching, and training staff
  • Experience working with multiple methodologies including working on an Agile project/team.
  • Demonstrated problem-solving skills in problem definition, information gathering and research, alternative analysis, applying
    creative solutions to unique and/or immediate problems, and appropriate resolution implementation.
  • Ability to communicate clearly, present complex information to users in a comprehensive style, translate business information to
    technical stakeholders and translate technical and system information to non-technical stakeholders.
  • Proven ability to collaborate, work effectively as part of a team and establish and maintain working relationships with all levels of
    business customers and technology staff.

 

Preferred Qualifications

  • Four (4) years of experience supervising professional level employees OR four (4) years of experience as a lead worker of professional level employees.
  • Experience leading in a results-based, production environment.
  • Experience working in GenTax
  • Experience in process improvement, change management, operations management, and building teams.
  • Knowledge of Minnesota Department of Revenue business functions, operations, and systems.
  • Agile/Scrum training, Certified Scrum Master and/or Certified Product Owner.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.

Additional Requirements
