Broadband Planning Specialist

DESCRIPTION OF WORK

In this role, you will be responsible for formulating policies and procedures that underpin a comprehensive data collection initiative while also aiding statewide broadband mapping efforts in partnership with industry stakeholders, governmental agencies, and other collaborators. The datasets you will work with encompass current broadband infrastructure assets, areas identified as unserved or underserved, projects that have received funding, and the corresponding coverage areas, among other relevant data points.

You will create tailored queries and models utilizing programming languages such as Python, SQL, or R to generate technical reports and visual data representations, including maps, charts, and other graphical displays, to meet the requests of the agency. As the program lead, you will oversee the design, interpretation, and application of geospatial data models, providing essential support to managers in their planning and decision-making processes.

Your responsibilities will include analyzing extensive datasets to uncover patterns, correlations, and anomalies that can help predict trends or outcomes, thereby guiding agency decisions. You will also establish quality assurance and quality control protocols for geospatial data and geodatabases, ensuring the integrity and reliability of the information.

Collaboration and communication with various agency personnel, state agencies, local governments, and stakeholders will be crucial in developing comprehensive and meaningful datasets. You will manage project-related tasks, including planning, coordination, and administration of initiatives vital to broadband mapping within the state, while also overseeing access to broadband data and identifying opportunities for stakeholder collaboration and interagency data sharing.

Additionally, you will provide research and analytical support to enhance broadband planning efforts at the state level, translating data into impactful maps, graphics, and other visual tools that inform strategy and decision-making. Your collaboration with local partners and stakeholders will be essential in promoting broadband expansion and affordability, as you contribute to the planning, implementation, and monitoring of various grant programs overseen by the Pennsylvania Broadband Office. You will offer data and mapping support to facilitate the state’s grant administration processes.

Finally, you will provide analytical and geographic information systems (GIS) support to inform the decision-making process of the Pennsylvania Office of Broadband. This includes data collection and analysis, research, and mapping in support of expanding access, promoting affordability, and educating on the benefits of reliable, high-speed internet service. You will develop procedures and tools necessary to assist the Office of Broadband bridge the digital divide that exists in Pennsylvania’s communities. Work tasks include collaborating with stakeholders, identifying opportunities and strategies to collect data, supporting the grant administration process, and more broadly, assisting agency staff and contractors accomplish the goals of the office.

Work Schedule and Additional Information: 

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

 

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Administrative Officer 2; or
  • Four years of experience in progressively responsible and varied office management of staff work in public or private organization, including experience in personnel management budgeting or procurement; and such training as may have been gained through graduation from a four-year college or university; or
  • Any equivalent combination of experience and training.
