Forest Practices Specialist (Environmental Specialist 4)

The Water Quality Program within the Department of Ecology is looking to fill a Forest Practices Specialist (Environmental Specialist 4) position. This position is located in our Southwest Region Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.
As a Forest Practices Specialist on the Forestry Water Quality Team, you will play a key role in preventing and addressing water pollution in forested areas and helping communities and industry make sustainable choices that reduce and prevent future water quality problems. In this position, you will protect water quality in forested areas by collaborating with the public, Tribes, other state agencies, especially the Department of Natural Resources and the Department of Fish and Wildlife, and local counties to ensure forestry activities follow rules and regulations within the Olympic Region of Washington state. Additionally, you will provide assistance and advice to the forest industry, private landowners, other agencies, and local communities on water quality linkages to forestry issues.

Telework options for this position: This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. This position will be eligible for a schedule that is primarily telework with time in the office determined by business needs. Duties
What makes this role unique?
This is an excellent opportunity to join a team dedicated to preventing and addressing water pollution in forested areas and helping communities and industry make sustainable choices that reduce and prevent future water quality issues. Your work will encompass in-office analysis, considerable time conducting field evaluations, participation on interdisciplinary teams, and community partner support. Flexibility, adaptability, and a willingness to take on different roles across projects will be essential to your success in this position.
What you will do:
- Collaborate with the public, Tribes, other state agencies, especially the Department of Natural Resources and the Department of Fish and Wildlife, and local counties to ensure forestry activities follow rules and regulations designed to protect water quality.
- Evaluate timber harvest practices and related impacts in accordance with the Forest Practices Act. Identify any differences between proposed actions and current Washington State Forest Practice Board requirements, as well as water quality laws and regulations. Review alternate plans, channel migration zone determinations, mass wasting or unstable slope assessments, road maintenance and abandonment plans, emergency timber harvest, long-term plans, habitat conservation plans, and other timber management plans.
- Conduct on-site visits and field evaluations in areas where water quality concerns are encountered.
- Provide scientific and technical consultation to other agency staff, local and federal agencies, and landowners on high-priority environmental impacts of forest practices.
- Recommend enforcement actions to achieve compliance with the Forest Practices Act and applicable water quality laws and regulations, when necessary.
- Communicate effectively, both verbally and in writing, with community members, agencies, landowners, Tribes, local governments, and the public. Foster effective working relationships with these groups and actively participate in team processes and collaborative efforts as needed.
Qualifications
Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
- 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
- 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.
A total of nine (9) years of experience and/or education as described below:
- Experience in hydrogeology, forest science, environmental analysis or control, or environmental planning.
- Education: involving a major study in forestry, biology, fisheries, hydrology, environmental, physical, or one of the natural sciences, environmental planning, natural resource management, or other allied field.

Combination 5; A Bachelor's Degree; 5 years of experience
Combination 6; A Master's Degree; 3 years of experience
Combination 7; A Ph.D.; 2 years of experience
OR
Two (2) years of experience as an Environmental Specialist 3, at the Department of Ecology.
