Summary

The Office of Management and Budget is a component within the Executive Office of the President that helps Federal departments and agencies implement the commitments and priorities of the President. OMB is seeking candidates for a Student Trainee (Program Examiner) position.

This announcement is opened under the Pathways Internship Program. Pathways appointments are made in accordance with the Schedule D excepted service appointing authority provided by5 CFR 213.3402(b).

Duties

As a Student Trainee (Program Examiner), GS-0399-7/9, your typical work assignments may include the following:

  • Performing budget, management, and policy duties as directed by higher graded staff members.
  • Assisting in financial, economic, and other analysis in support of federal program cost estimates.
  • Maintaining electronic files. Creates, copies, edits, stores, retrieves, and prints a variety of correspondence and documents using a personnel computer.
  • Under supervision of senior staff, conduct budget examining and analytical work as assigned.

  • This is a Drug Testing Designated Position (DTDP) and is covered by the Executive Office of the President Drug-Free Workplace Program. The incumbent is required to sign a Condition of Employment form (for certain positions identified as critical under the drug testing program) and must pass urinalysis testing, as required prior to appointment, reassignment, or transfer, and employee will be subject to random testing while employed with the EOP.

Qualifications

To qualify for this position, you must meet following Pathways Internship Eligibility and Minimum Qualifications Requirements.

Pathways Internship Eligibility:

  • Applicant must have accepted enrollment or be enrolled and seeking a degree (diploma, certificate, etc.) on a full- or half-time basis (as defined by the institution which they attend) in one of the accredited educational institutions:
    • public or private high school;
    • state-approved home school;
    • technical or vocational school;
    • 2-year or 4-year college or university;
    • graduate or professional school; or
    • postsecondary home school curriculum.

OR

  • Applicant must have accepted enrollment or be enrolled in a qualifying career or technical education program that awards a recognized postsecondary credential (such as Registered Apprenticeship Program or Job Corps) on a full- or half-time basis (as defined by the institution which they attend).
  • Interns must be in good academic standing, as defined by the institution which they attend.
  • Interns must continue to meet all of the eligibility criteria throughout the duration of their Intern appointment.
    • Interns must provide a copy of up-to-date proof of enrollment at the end of each academic year, unless the supervisor or HR Specialist requests a copy more frequently.
  • Interns must be taking at least a half-time academic/vocational/or technical course load in a qualifying academic institution. The definition of half-time is the definition provided by the school in which the student is enrolled.
  • Under this program, an individual who needs to complete less than a half-time equivalent of an academic/vocational or technical course load immediately prior to graduating is still eligible.

*Official documentation is required with application to verify current or projected enrollment (i.e. official documentation from school, student or course schedule, official transcript, acceptance letter, or receipt of tuition payment to the school).

Minimum Qualifications:

GS-07: You qualify for the GS-07 grade level if you meet one of the following:

  • Have one (1) full year of specialized experience, equivalent to at least the GS-05 grade level in the Federal service, performing the following duties:
    1. Responding to customer and stakeholder inquiries via phone, email, or in writing; and
    2. Assisting with various office administrative tasks, including copying, editing, filing, or printing documents.;OR
  • Have successfully completed one (1) full academic year of graduate level education from an accredited college or university in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work. (One year of graduate education is the number of credit hours determined by the college, university, or school to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.); OR
  • Have a combination of Education and Experience: Must have a percentage of the education and experience which when combined totals 100% of the necessary education and experience to qualify for this position. NOTE: First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. NOTE: You MUST submit supporting academic transcripts; OR
  • Have successfully completed a Bachelor's Degree from an accredited college or university AND meet Superior Academic Achievement (SAA) based on ONE of the following: 1) Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, based on completed courses. -OR- 2) Grade-point average (G.P.A.) -- Applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. (Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.) -OR- 3) Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. Note: Transcripts (unofficial or official) must be submitted to support your claim.

GS-09: You qualify for the GS-09 grade level if you meet one of the following:

  • Have one (1) full year of specialized experience, equivalent to at least the GS-07 grade level in the Federal service, performing the following duties:
    1. Assisting with the planning and execution of office projects; and
    2. Reviewing projects and materials to provide feedback and share ideas with colleagues. (Your resume must CLEARLY demonstrate this experience); OR
  • Have a master's or equivalent or higher graduate degree OR two (2) full years of progressively higher level graduate education leading to such a degree OR LL.B or J.D. in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work. (One year of graduate education is the number of credit hours determined by the college, university, or school to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying 1 year of full-time study requirement.);OR
  • Have a combination of Education and Experience: Must have a percentage of the education and experience which when combined totals 100% of the necessary education and experience to qualify for this position. Additional information

 

This is an Excepted Service appointment. As a part of the Pathways Internship Program, the appointment may be extended until the selectee's educational program requirements have been completed. You may be converted, without a break in service to a term (time-limited) or permanent appointment upon graduation and completion of program requirements but there is no guarantee.

This is a year-round internship, and the intent of the position is that the student is able to work at least 480 hours while still in school in order to be eligible for non-competitive conversion.

EOP may non-competitively convert Interns from the Internship Program to a term or permanent (career or career-conditional) position in the competitive service, provided that there is an available position. The conversion is neither mandatory nor guaranteed.

  • To be eligible for conversion, an Intern must meet all of the following:
    • Be a U.S. citizen;
    • Meet the requirements as specified in the Pathways Participants Agreement and an individual development plan (IDP), if applicable, and received a favorable recommendation for conversion from their supervisor;
    • Complete at least 480 hours hours of work experience (EOP may waive up to 320 hours of the 480-hour requirement for non-competitive conversion when an Intern has completed 320 hours of career-related experience AND has demonstrated high potential by outstanding academic achievement and exceptional job performance) while enrolled as a full-time or half-time degree or certificate-seeking student;
    • Meet OPM's qualification standards for the position to which they will be converted;
    • Provide proof of completion of all academic degree or certification requirements from a qualifying educational institution within the 180-days period preceding the appointment; and
    • Receive an "achieved expectations" or equivalent on their most recent performance appraisal.
    • If EOP decides to convert the intern, the intern must be converted within 180 days of completing degree or career or technical educational program.
  • Conversions are subject to all requirements and conditions governing term, career, or career-conditional employment, including the appropriate background investigation, and OPM and EOP qualification standards for the targeted position.
