Jira Administrator/Scrum Master

Jira Administrator/Scrum Master - The Department of Environmental Quality, Office of Information Systems is seeking a qualified candidate to serve as Jira Administrator and Scrum Master to work closely with DEQ development and program teams to ensure that projects progress on schedule, within budget, and to the desired level of quality; serve as a coach and mentor; help foster a culture of continuous improvement and ensure that DEQ teams consistently meet project objectives. This position will facilitate and coordinate Agile Scrum processes within DEQ’s Office of Information Services; guide and coach team members on Agile Scrum principles and practices; ensure that the team works collaboratively and efficiently to deliver high-quality products; and work with the system owners/Division of Process Improvement personnel to prioritize request backlogs. This position will be responsible for completion of these tasks on multiple simultaneous projects.

Minimum Qualifications

- Considerable knowledge of business and systems analysis, requirements documentation, application design techniques, database design, system development life cycle, iterative development, business process improvement and project management concepts.
- Demonstrated experience administrating Atlassian products (Jira, Confluence, Jira Service Desk) including administering projects and boards for medium to large teams.
- Proven ability to develop and implement processes within Jira to support project management and collaboration objectives.
- Strong communication and interpersonal skills, with the ability to work effectively with cross-functional teams and stakeholders at all levels of the organization.
- Considerable, demonstrated knowledge of Scrum and Kanban methodologies.
- Experience conducting meetings and documenting decisions
- Ability to successfully lead a team and foster a team environment and effectively communicate both orally and in writing with all levels of the organization.
- Excellent problem-solving skills and the ability to think strategically about process improvement and optimization.
- Working knowledge of .Net, SQL, Oracle, Java, JavaScript.
- Knowledge of DEQ’s mission, business functions and programs.
- Certification in Agile methodologies, like Certified Scrum Master (CSM) or Professional Scrum Master (PSM)
