Position Overview

This position is responsible for coordinating field investigations and inspections with respect to the licensing and regulation of vehicle testing stations and second division vehicles in the northern region of the state.  The incumbent also functions as an investigator and enforcement officer to obtain compliance with federal and departmental rules and regulations as well as applicable provisions of the Illinois Vehicle Code.  This position sometimes conducts carrier inspections as needed to determine compliance with motor carrier safety regulations and hazardous materials transportation regulations in support of the overall Commercial Vehicle Safety (CVS) Program.

Essential Functions

  • Coordinates field inspections and investigations to ensure that the licensing and regulation of OTS’s and second division vehicles are in accordance with applicable state and federal regulations.
  • Reviews all subordinate investigative and enforcement actions and ensures proper documentation is maintained and processed accurately, efficiently, and in a timely manner.
  • Conducts investigations as necessary in response to inquiries and complaints and organizes all nonscheduled school bus inspections in the northern region of Illinois.
  • Responds to inquiries relative to state and federal motor-carrier safety regulations as they apply to vehicle inspections as well as general inquiries relative to the vehicle inspection process.
  • Prepares and presents evidence and testimony as required for administrative hearings.
  • Trains, motivates, and evaluates subordinate personnel to ensure a well-developed and competent staff.
  • Participates in programs and seminars relative to industry concerns with the vehicle inspection program.
  • Performs duties in compliance with departmental safety rules.  Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of a bachelor’s degree majoring in business management, business, or public administration plus two years of experience performing commercial motor vehicle field inspections and investigations, administering the Illinois Vehicle Code of Federal Regulations as they pertain to commercial vehicle inspections, or a combination thereof; OR Eight years of experience performing commercial motor vehicle field inspections and investigations, administering the Illinois Vehicle Code of Federal Regulations as they pertain to commercial vehicle inspections, or a combination thereof.
     

Preferred Qualifications

•    Ability to prepare and present evidence and testimony as required for administrative hearings.
•    Strong oral and written communication skills.
•    Strong organizational skills including the ability to effectively maintain an ever-changing schedule.
