Senior Facilities Designer-Planner

The Senior Facilities Designer-Planner is responsible for the planning, design development and execution of new construction and renovation projects from inception through to completion, as well as leading master planning and lifecycle management activities for Bayhealth enterprise-wide. Acts as architectural design process owner for facilities planning initiatives. As such, provides technical leadership needed to establish overall direction of architectural design, campus planning, landscape architecture, capital planning and related facilities initiatives. Coordination with various hospital departments and committees, city, county, and state agencies, consulting architect & engineering firms and related consultants, and construction firms. Leads project teams and mentors facilities planning team members.
 

Responsibilities:

1. Accomplishes project planning and work analysis involving job site inspection, coordination with departmental officials and staff agencies, developing and finalizing details of requirements and determining the most feasible methods and procedures to accomplish project requirements. Reviews and interprets building codes and other regulatory agencies' requirements relating to project work. Works directly with architects and engineers and arranges meetings with various committees and stakeholders in the development of space programs, plans and specifications.
2. Acts as the primary agent designated to represent the Bayhealth in matters related to assigned projects, to include substitutions and changes in the provisions of the approved plans and specifications. Effects coordination on a continuing basis with, the Senior Director of Facilities Management, department Project and Construction Managers, Public Safety, and Plant Operations supervisory staff in the planning of work projects and in the resolution of problems involved.
3. Prepares or has prepared, plans and specifications for work to be performed by contractor or in-house forces, assuring that preferred architectural and engineering design features are incorporated, and that preliminary drawings are thoroughly coordinated and reviewed by all stakeholders to assure that all requirements are included. Arranges for review of working drawings and gains final approval from stakeholders and senior administration before plans and specifications are finalized.
4. Prepares detailed project budgets tied to actual designs and past cost experience for similar work. Estimates material and other resources needed and determines sources, availability and prices. Works with outside estimators when necessary to ensure budget estimates are realistic and all inclusive.
5. Continually monitors projects during the construction phase and works directly with the AHJ inspectors to assure that plans and specifications are followed. For time and material projects, inspects work to assure that specifications are being followed, and quality work is being performed. Provides final inspections and acceptance of the completed project and assures all deficiencies in construction are duly corrected. Assures that all structural changes and other modifications are recorded in Bayhealth’s master archiving system.
6. Arranges regular meetings of contractors, architects, engineers and inspectors to establish work schedules and to resolve construction problems. Ensures meetings are documented, issues are identified and addressed, and schedules and budgets adhered to.
7. Determines needs and justifications for changes required during construction and when necessary, provides information required by the Architect and Consulting Engineer in planning for the changes. Obtains cost estimates so that appropriate evaluation can be made as to the worthiness of the proposed change(s).
8. Prepares construction status reports for senior administration. Maintains the active building construction file including all drawings, specifications and correspondence concerning the building development during the actual construction phase. Responsible for maintaining currency of as-built drawings, plan specification files and the Building Construction Standards Manual.
9. Provides a continuous follow-up on building deficiencies to assure that corrections are acceptable. Continues to monitor the status of projects during the one-year warranty period following completion to assure that deficiencies developing within this period are corrected by the responsible contractors concerned.
10. Performs campus planning, space utilization, project program of requirements and other tasks to include special studies that involve technical investigations and analyses, and recommends solutions to unique planning, engineering and administrative problems as may be required.
11. All other duties as assigned, within the scope and range of job responsibilities.

 

Required Education, Credential(s) and Experience:

  • Education: Bachelor's degree Architecture
     
  • Credential(s): None Required
     
  • Experience:  Required: 7 years experience in architecture / interior design / space planning or related work experience.

Preferred Education, Credential(s) and Experience:

  • Education:  Master's degree Architecture Interior Design Related field
     
  • Credential(s):  Architect Licensure
     
  • Experience:  Preferred: 2 or more years experience in healthcare design and construction.
