Assignment Description

 

ASSIGNMENT DESCRIPTION: Geospatial Analysts create, analyze, and interpret spatial data to support U.S. military and policymaker interests. They apply knowledge of geographic information science and technology, statistics, spatial thinking, remote sensing, intelligence issues, and the social and physical sciences to characterize events, discover relationships and trends, and produce geospatial intelligence. These analysts also conduct multi-INT research, conduct descriptive and predictive analyses, populate and exploit intelligence databases, and produce and disseminate intelligence products.

The National Geospatial-Intelligence Agency (NGA) serves as the world leader in providing timely, relevant, accurate and actionable geospatial intelligence (GEOINT). NGA USINDOPACOM brokers GEOINT services for mission partners in the Asia Pacific region. NGA analysts serve as liaisons and GEOINT producers, facilitating access to GEOINT Data, services, and capabilities that improve partner strategic objectives. Analysts will be expected to provide GEOINT subject matter expertise of foreign military force-related issues to include tactics, doctrine, force structure, and military technologies in support of USINDOPACOM. GEOINT-derived assessments contribute to USINDOPACOM military planning, operations, and monitoring foreign acquisitions. Other issues can include high current interest events, such as the impact of natural and man-made disasters. Applicants assigned to this location will be expected to apply extensive GEOINT tasking and tradecraft knowledge in the exploitation of geospatial data to produce information incorporated into finished all-source intelligence products that deliver a decisive advantage.

Qualifications Mandatory

 

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement’s mandatory criteria specified in this vacancy announcement:

1. Demonstrated experience with technical skills, such as computer vision implementation, data mining in addition to analytics, data visualization, statistical analysis, algorithm development, and/or data science.
2. Demonstrated experience with research and analysis using geospatial information systems (GIS).
3. Demonstrated experience with geospatial database management or throughputs (such as server management or Geospatial databases).
4. Demonstrated experience working collaboratively with others.
5. Demonstrated experience using critical thinking skills and/or data analytics to address matters of national concern, such as foreign military, environmental, and/or terrorism.
6. Demonstrated experience developing and presenting briefings to meet the needs of other organizations.

EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Geographic Information Systems (GIS), Computer Science, Geography, Physical Science, Data Analytics, Cartography, Statistics, or a related field -OR- a Bachelor's degree in any discipline with a certificate in GIS from an accredited university. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in GIS, spatial analysis, or any area listed in option A, plus experience working in an Intelligence discipline requiring creating, analyzing, and interpreting spatial data, or related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience working in an Intelligence discipline requiring creating, analyzing, and interpreting spatial data, or a related area that demonstrates the ability to successfully perform the duties associated with this work.

PHYSICAL REQUIREMENT: Distinguish principal colors and shades/hues of principal colors; Near visual acuity of 20/20 or better with or without corrective lenses

Qualifications Desirable

 

DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:
1. Demonstrated knowledge of analytic processes, tools, or techniques used to manage GEOINT data.
2. Demonstrated ability to perform geospatial analysis and recommend GEOINT solutions.
3. Demonstrated experience using GEOINT data in analytic processes, techniques, or tools.
4. Experience in Geospatial Analytic tools to include the ArcGIS Suite, ArcGIS Pro, ESRI ArcGIS Enterprise Portal.
5. Experience in working collaboratively with Combatant Command organizations (US INDOPACOM) in emergent and crisis environments.

DCIPS Statement

 

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. Special Requirements

 

You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.
