Senior Program Services Coordinator
About this Position
The Senior Program Services Coordinator plays a pivotal role in planning, coordinating, and evaluating countywide human services initiatives focused on sheltering and severe weather response for those experiencing unsheltered homelessness Acting as the primary liaison for program implementation, this position collaborates with sub-contracted agencies, community partners, government branches, and advisory boards to ensure effective program delivery and support. The position also manages programmatic contracts for numerous funding sources providing technical assistance, training, data analysis and monitoring.
Key Responsibilities:
Program Planning and Development:
- Plan, develop, and evaluate countywide shelter programs.
- Effectively progress sheltering and severe weather response initiatives by facilitating meetings, coordinate collaboration opportunities, develop relationships and attend meetings .
- Analyze data and summarize key points to identify to inform decisions and track initiative progress.
- Coordinate program implementation with public and private agencies.
- Lead internal and external initiatives for the Program Services Coordinator team.
Contract Management, Reporting and Financial Oversight:
- Create program plans for, manage and monitor contracts for community programs across multiple funding sources, including federal and state funds.
- Assist with program budgets, revenue projections, and reports.
- Provide training and technical assistance for contractors and community partners on various topics.
- Prepare reports for department administration, program managers, and stakeholders.
- Develop resource utilization plans for program efficiency.
- Assist in grant monitoring and the creation of program manuals.
Stakeholder Engagement and Liaison:
- Serve as the primary liaison for program implementation with sub-contracted agencies, community partners, government branches, and advisory boards.
- Meet with citizens, advocacy groups, and social service agencies.
- Staff advisory boards, workgroups, and ad hoc committees overseeing related projects, providing technical assistance and expert advice as needed.
- Represent the department in meetings, conferences, and public forums.
Policy Development and Advocacy:
- Monitor legislation impacting program areas and prepare policy statements.
- Develop a plan for resource utilization to enhance program efficiency.
- Mobilize and champion programs involving multiple agencies and stakeholders.
- Analyze data to identify system gaps and work to address those gaps with appropriate stakeholders.
Additional Information:
- Staff representative for the Shelter Task Group and the Severe Weather Collaborative.
- Position based out of one of the County’s MAT building; opportunity for hybrid or remote work options after initial training period.

About the Division
The Human Services Division administers a range of programs that support people in Lane County communities – veterans, seniors, adults, children, youth and families – during challenges and transitions in their lives. The division helps address the root causes of poverty, hunger and homelessness through a range of prevention, intervention, stabilization and economic opportunity services.
Schedule: Monday - Friday; 8:00am - 5:00pm

QUALIFICATIONS:
Training:
- Bachelor's degree from an accredited college or university with major course work in public administration, community and/or human services, business administration or a related field. A Master's degree in the above areas is preferred.
Experience:
- Four years of increasingly responsible experience in community and/or human services planning, development and evaluation.
- An equivalent combination of experience and training that will demonstrate the required knowledge and abilities is qualifying.
Special Requirements:
- Experience in program coordination, contract management, project management and stakeholder engagement.
- Strong understanding of housing and homelessness challenges, along with Lane County community resources.
- Excellent communication, negotiation, and leadership skills.
- Ability to work independently and effectively with diverse groups and navigate complex organizational structures.
Preferred Qualifications:
- Experience with Permanent Supportive Housing.
- Bi-lingual/Bi-Cultural.
- Lived Experience of Homelessness and/or Poverty.
