Position Overview
This position is accountable for developing policies, procedures, and specifications to promote the implementation of state-of-the-art traffic signal system optimization technology, training, and serving as a resource for both department and local agency personnel in the design and operations of optimized traffic signal systems. This position is responsible for developing and directing the statewide Traffic Signal Coordination and Timing (SCAT) Program, and for developing and implementing new traffic signal technologies. This position is also responsible for the design, operation, and coordination of interconnected traffic/railroad signal systems throughout Illinois.
Essential Functions
- Directs, supervises, motivates, coordinates, and trains subordinate personnel to accomplish their assigned goals.
- Keeps abreast of rapidly changing traffic signal systems technology.
- Develops traffic signal optimization policies, design procedures, and specifications.
- Develops and directs the annual SCAT Program for state and local highways.
- Reviews and approves traffic signal system plans for inclusion in contract lettings.
- Ensures that state-of-the-art computerized traffic signal progression and network simulation software is available and assists regions and local agencies in its use.
- Assists in evaluating railroad preemption equipment in traffic signals and ensuring safety and ICC approval of the +200 interconnected crossings within the state.
- Trains department and local agency personnel on timing and operations of interconnected systems.
- Provides liaison capabilities with management, region personnel, consultants and contractors, and local agency personnel.
- Participates in research and testing as it relates to traffic signal and interconnected systems.
- Serves on various department committees.
- Directs the processing of traffic signal and joint and master agreements.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Current registration as a Licensed Professional Engineer in the state of Illinois
- Five years of experience in civil engineering.
Preferred Qualifications
- Comprehensive knowledge of the principles of civil engineering with specialized knowledge of traffic signals and the Manual on Uniform Traffic Control Devices.
- Experience in supervising both personnel and engineering projects.
- Ability to promote, establish, and maintain harmonious relationships with staff and the public.
- Effective oral and written communication skills.
