Airport Noise Management Coordinator

Role Summary:

Reporting to the Airport Planning Manager, supervises, coordinates, and supports various airport projects/contracts including Milwaukee County’s Airport Noise Management Program.  Responsible for researching, interpreting, identifying, administering, and tracking division regulatory compliance with Federal, State, and local obligations of Milwaukee County as an airport operator. Conducts airport planning research and analysis and produces management reports in support of Milwaukee County Airports. Compile various reports regarding compliance with Federal Aviation Administration (FAA) regulatory requirements and to qualify for FAA grant funding.

 

Role Essentials:

  • Coordinate and Oversee Noise Program - Coordinate, oversee and provide input on the overall operation of the airport noise management program.  Support the Airport Noise Advisory Committee.  Assist in the oversight of noise contracts and maintenance agreements.  Operate and manage noise equipment including hardware and software.  Conduct noise system and Aircraft Ground Run-up Enclosure (GRE) inspections.   Organize, run, and participate in public meeting and presentations.  Investigate and respond to citizen inquiries and concerns.  Supervise various airport noise projects and conduct noise analysis as needed.
  • Regulatory Reporting - Compile various reports regarding compliance with Federal Aviation Administration (FAA) regulatory requirements and to qualify for FAA grant funding.  Research data and draft reports for use in grant applications, policy planning, and other airport division initiatives.  Work independently and gather information as required for assigned projects.  Work cooperatively and communicate effectively in a team environment to coordinate projects between various departments.  Performs other duties as assigned.
  • Assist in Airport Planning Projects - Assist in projects related to airport planning for internal and external customers.  Coordinate materials necessary for project delivery.  Conducts research, analysis and prepares reports in support of airport planning, feasibility studies and other aviation specific technical assignments for Milwaukee County Airports. Develops planning approaches for use in helping identify and test potential solutions to best meet division needs. Performs other duties as assigned.
  • Compliance coordination - Review, analyze, monitor, and report on the Federal, State, and local obligations of Milwaukee County as an Airport Operator. Research, monitor, and report division compliance with federal regulations, FAA policy and FAA Airport Compliance requirements. Provides oversight of consultants and consultant contracts.
  • General Administrative - General administrative duties including but not limited to contract preparation and development, invoice processing, Airport Noise Management website change requests.

 

Minimum Qualifications:

  • Current resident of WI
  • Valid WI Driver’s License
  • Ability to obtain and maintain throughout incumbency a Class II Airport Driver’s License within 6 months of hire.
  • Bachelor’s degree in Statistics, Business, Planning, Aviation.
  • At least two (2) years of work experience in planning, business analytics reporting, regulatory reporting.
  • Ability to lift, carry up to 15lbs and push and pull up to 15lbs.
  • Must undergo a criminal history background check to maintain security clearance for unescorted access to secured area of the airport.

 

Preferred Qualifications:

  • 1-2 years of airport experience preferred including working with airport statistics and knowledge of aircraft operations.
  • 1-2 years of regulatory reporting experience preferred.
  • Handling of equipment and hardware such as computers, radios, noise monitoring, calibration, and testing equipment.
  • Skills in using database programs and mining large quantities of data for statistically valid information preferred.
  • Requires ability to learn and efficiently operate specialized software such as Tableau, Crystal Reports, Infor, etc.
  • Ability to research federal and state airport regulatory compliance and requirements.

 

Knowledge and skills required for this role:

  • Intermediate knowledge of and ability to learn and use specialized software, e.g., Crystal Reports, Tableau, noise monitoring software.
  • Intermediate knowledge of all related computer and software applications, such as word processing and spreadsheets.
