Municipal Facility Management Engineer (Environmental Engineer 2)

The Water Quality Program within the Department of Ecology is looking to fill a Municipal Facility Management Engineer (Environmental Engineer 2) position. This position is located in our Northwest Region Office (NWRO) in Shoreline, WA. Upon hire, you must live within a commutable distance from the duty station.


 

Please Note: The salary posted above includes the additional 5% premium pay that this position will receive due to its location in Shoreline, WA in King County.  


We want you to join our team of engineers and scientists dedicated to responsible development and thoughtful management of critical wastewater and reclaimed water infrastructure! Working under the direct supervision of a licensed Professional Engineer, you will make vital contributions to the regulation, planning, design, and construction of wastewater treatment and water reclamation facilities in northwest Washington (King, Snohomish, Kitsap, Skagit, Island, Whatcom, and San Juan counties).
 
You will help to protect water quality in the region by developing wastewater discharge permits, reviewing engineering documents for domestic wastewater facilities, providing engineering oversight of infrastructure projects that receive financial assistance, and participating in inspections and enforcement activities.
 
The work you will do helps ensure that critical wastewater infrastructure projects in the Northwest Region are properly designed to meet state and federal requirements. You will also provide technical guidance to help dischargers understand and meet state water quality rules and laws and improve operation of their facilities. By building collaborative relationships and serving as a trusted and dependable resource for technical questions, you will make a meaningful contribution to the protection Washington’s natural resources.

Telework options for this position: This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. This position will be eligible for up to a 90% telework schedule. Applicants with questions about position location options, telework, and flexible or compressed schedules are encouraged to reach out to the contact person listed below in “other information.” Schedules are dependent upon position needs and are subject to change.

Duties

 

 


 

What makes this role unique? 

Through collaboration with experienced environmental regulatory professionals both inside and outside of Ecology, you will manage long-term, complex projects that protect and enhance water quality in some of Washington's most populated areas. Our diverse technical team works with owners and operators of wastewater treatment and reuse facilities, consultants, contractors, and other interested parties to identify and implement solutions to challenging water quality problems. You will have the opportunity to grow your problem-solving skills while working through the complexities of the water quality regulatory permitting process. You will also have opportunities to help improve Ecology’s processes, so that we can better help communities and industries meet water quality standards.

 
 

What you will do: 

  • Write and manage wastewater discharge permits and reclaimed water permits.
  • Develop permit conditions and apply mathematical models to complex biological, chemical, and physical properties of the discharge and receiving environment.
  • Provide technical assistance and engineering guidance support for the planning, design, and construction of wastewater and reclaimed water systems in compliance with state requirements and good engineering practices.
  • Under the direct supervision of a licensed Professional Engineer, review and recommend approval or disapproval of general sewer plans, engineering reports, plans and specifications, operations and maintenance manuals, and construction quality assurance plans. 
  • Assist in improving unit business processes and collaborate with other Ecology staff to provide outstanding service to our regulated community, Tribes, and the public.
  • Help members of the public understand permits and other regulatory requirements around wastewater and reclaimed water facilities, as well as Ecology’s role as an oversight agency.

Qualifications

 

Required Qualifications:


Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
 

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent


Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.


 

A total of six (6) years of experience and/or education as described below:

  • Experience in environmental engineering. 
  • Education: involving a major study in one of the following engineering fields: sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field.

Combination 1; No college credits or degree; 6 years of experience

Combination 2; 30-59 semester or 45-89 quarter college credits; 5 years of experience

Combination 3; 60-89 semester or 90-134 quarter college credits (AA degree); 4 years of experience

Combination 4; 90-119 semester or 135-179 quarter college credits; 3 years of experience

Combination 5; An Engineer-in-Training Certificate; 2 years of experience

Combination 6; A Bachelor's Degree; 2 years of experience

Combination 7; A Master's Degree; 1 year of experience


 

 

Special Requirements/Conditions of Employment: 

  • Must obtain and maintain a valid driver’s license. 


Desired Qualifications:

  • Have passed the Fundamentals of Engineering Exam and hold an Engineer-In-Training Certificate.
  • Experience or training in developing and/or implementing NPDES permits. 
  • Experience or training in wastewater treatment plant design and operations, including preparing and/or reviewing general sewer plans, engineering reports, and contract documents (plans and specifications) for municipal wastewater treatment facilities. 
  • Experience communicating complex technical issues to the public.
