Cap-and-Trade Program Infrastructure Specialist

The Climate Change Planning Section of the Climate Change Program Evaluation Branch (CCPEB) in the Industrial Strategies Division (ISD) has an opening for a highly motivated Staff Air Pollution Specialist (SAPS) interested in working on cutting edge climate programs that reduce greenhouse gas (GHG) emissions across the economy. CCPEB is responsible for developing, implementing, and operating portions of the California Cap-and-Trade Program, and works with program stakeholders to ensure effective participation and compliance with the Cap-and-Trade Regulation. The team and this individual will work collaboratively with other states and international partners on efforts to address climate change through carbon market programs.

The SAPS leads multijurisdictional teams conducting assessments of existing technical and policy requirements of current and developing carbon market programs as well as emerging tools that support market programs. The SAPS will leads teams of staff and contractors and also act independently to assess climate programs and tools in other organizations, states and countries, identify opportunities within CARB to apply this knowledge. The SAPS will identify and develop strategies for implementing necessary enhancements to the infrastructure required to implement the California Cap-and-Trade Program. The SAPS works closely with program and division management and presents information to senior leaders. The SAPS coordinates activities with other staff teams in ISD and CARB, with other State agencies, partner jurisdictions, contractors, program stakeholders and the public

Working Conditions

 

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.
