GENERAL DESCRIPTION:
The Wyoming Game and Fish Department is seeking a GIS Specialist based out of Cheyenne, WY. This position applies the use of GIS and related geospatial technologies within an enterprise GIS program to support the conservation and management of fish, wildlife, and their habitats, as well as assist the public by providing geospatial services.

- Develop, publish, monitor, and maintain feature services and tile services in ArcGIS Online and/or Enterprise;
- Design, create, and maintain web maps and web apps in ArcGIS Online and/or Enterprise;
- Design and develop field apps for mobile data collection using Field Maps, Survey 123, and Quick Capture;
- Process, interpret, and analyze data;
- Help administer an ArcGIS Online organization by managing groups, users, and content;
- Independently learn new software and develop new workflows based on business needs and internal agency requests;
- Develop and maintain file-based and enterprise geodatabases and understand the design standards associated with those geodatabases;
- Research, evaluate, and test software upgrades and products and make recommendations for the agency;
- Troubleshoot technical application issues and resolve them in a timely manner;
- Share technical insight, knowledge, and information with internal teams and external entities by participating in team meetings, sharing project status and insights as well as testing/evaluating solutions to technical issues;
- Work effectively as a project lead or team member on multiple projects;
- Compile and/or present well-organized documentation pertaining to geospatial applications, workflows/processes, and analysis results;
- Develop and create training products (documents, videos, live training, etc.) for office and field staff;
- Produce quality information summaries and visual aids such as printed and online maps, charts, and tables;
- Develop and maintain web mapping applications in ArcGIS Online including applications created in Experience Builder, Dashboards, Instant Apps, and Story Maps;
- Prioritize multiple projects, tasks, and demands.
Qualifications
PREFERENCES:
Preference may be given to candidates with progressive training and/or experience in enterprise geospatial technology development, implementation, and ongoing administration.
Preference may be given to candidates with a degree(s), concentration, or minor in GIS, GIS certification, or past employment in which geospatial technologies are applied.
Preference may be given to candidates with current work experience using the latest versions of ArcGIS Pro (3.x) for geoprocessing, publishing, and cartographic workflows.
KNOWLEDGE:
- Develops and maintains an extensive knowledge of geospatial and related technologies;
- Proficiency in GIS concepts, analyses, and tools;
- Skills in the use of Esri software solutions, including ArcGIS Pro, ArcGIS Online, and the configuration and support of mobile applications including Survey123, Field Maps, and Quick Capture;
- Understanding of and experience with published services including features and tiles, and with online resources including web maps and apps;
- Competency in processing geospatial data in various formats (vector and raster);
- Experience with metadata standards and creation;
- Willingness to learn, integrate, and apply scripting codes such as Python, Arcade, and/or JavaScript to geospatial procedures;
- Basic IT skills and knowledge that support enterprise geospatial technologies and end-user workflows;
- Skills in written and oral communication, including map production;
- Knowledge of Wyoming’s wildlife and their habitats, or the desire to learn;
- Familiarity with remote sensing technologies and integration of remote sensing data into GIS;
- Ability to train and help others in the use of geospatial applications on desktop and mobile platforms;
- Ability to create, enter, maintain, convert, and analyze data;
- Ability to translate user needs into viable geospatial solutions based on the Esri software platform;
- Competency in developing and maintaining GIS tools and resources for public access and internal data collection;
- Skills in independent decision-making, assuming responsibility, taking initiative, and working successfully with minimal supervision.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Computer Technology)
Experience:
0-3 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of a Computer Technology Business Applications Specialist II
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of a Computer Technology Business Applications Specialist II

PHYSICAL WORKING CONDITIONS:
Travel may be required; a valid Driver’s License is required.
