Senior Fiscal Manager/Coordinator (Finance Manager)

The Department of Neighborhood and Community Services (NCS) is part of the Fairfax County Health and Human Services System and provides a wide variety of critical programs and supportive services to county residents of all ages. We are looking for a strategic thinker and an experienced financial professional to lead the department’s finance, budget, and procurement activities. This position is a great opportunity to make an impact in the local community and help provide critical resources and services to county families and children. As a senior manager in the department, reports to the deputy director that oversees administrative operations for the agency and will lead a large team of staff that carry out a diverse array of financial processes and functions. NCS has over 1,000 merit positions and an annual budget of over $200 million spread across multiple funds and funding streams. Roles and responsibilities include:
- Strategic financial analysis, cost estimate development, budget management, and supervision and direction of budgetary and financial activities.
- Coordination of annual and quarterly budget development and submission processes.
- Management of procurement and contract administration functions for the department.
- Oversight of all accounts payable and accounts receivable functions.
- Ensures consistency of financial management best practices, as well as coordinated cross-system analysis to include compliance with all local, state, and federal fiscal requirements.
- Serves as the primary liaison with other county agencies such as the Department of Management and Budget, the Department of Finance, and the Department of Procurement and Material Management.
- Provides oversight and coordination for both internal and external financial audits.
- Provides direct supervision for three Financial Specialist IV positions as well as the procurement manager and has reviewing authority for the teams that report to these positions.
- Makes recommendations on funding allocations, spending trends, and expenditure requests.
- Presents financial data, information, and recommendations to agency and county leadership.
- Serves as a senior manager in the department and participates in agency-wide projects and initiatives with other department managers and staff.
Illustrative Duties

- Serves as an advisor to the Director and/or Deputy Director on matters of policy and process related to financial and financial administrative management;
- Makes presentations to the Deputy County Executives, Directors, Deputy Directors, Boards, Authorities and Commissions, as well as other County senior management;
- Participates in department wide strategic planning, and Countywide strategic planning, as necessary;
- Supervises a team of financial professionals performing advanced technical analysis and makes recommendations to the Director and/or Deputy Director about program funding within the department;
- Directs ongoing process improvement initiatives related to financial processes, budget development and monitoring within the agency;
- Collaborate in the development and refinement of policies, procedures, and guidelines essential to the administration of finance and related functions;
- Coordinates external partners including the Department of Management and Budget with financing and debt management, capital projects, bond resolutions, and issuances;
- Oversees the overall budget coordination and development for submission to department leadership;
- Coordinates budget estimates, financial reporting and data presentation for the agency to ensure policy decisions have been met;
- Serves as department lead concerning revenue, including projections and collection rates; Recommends adjustments;
- Determines the budget impact on the department from both state and federal legislative actions;
- Manages, develops, and implements the responsibilities and policies relating to fiscal and financial administrative management policies, including budgeting, financing, capital projects, and reporting;
- Prepares written and verbal reports for department senior management regarding cost variances and acts independently in identifying and resolving programmatic anomalies;
- Oversees staff from financial management, accounts payable, accounts receivable (including revenue collection) and procurement;
- Oversees both internal and external financial audits and implements corrective actions (when applicable);
- Ensures compliance with federal and state reporting requirements associated with grant funding;
- Establishes accounting policies and procedures in accordance with GAAP as well as any federal, state or county requirements.
Required Knowledge Skills and Abilities

- Advanced knowledge of the principles, theories, and practices of public administration, particularly regarding governmental budget and finance administration;
- Advanced knowledge of county organization, policy, procedures and practices, particularly regarding the budget cycle and budget development and monitoring;
- Ability to plan and implement activities in order to ensure effective and efficient utilization of resources;
- Ability to effectively supervise and coordinate the activities of staff.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy or related field; plus, five years of professional-level experience in finance, business administration, budgeting, or contract management, to include 2 years of supervisory experience. A master’s degree in a related field or CPA may substitute for 1 year of experience.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, and credit check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- Considerable experience analyzing advanced financial trends and policies, monitoring and forecasting expenditures and revenues, and developing budget strategies.
- Demonstrated ability to work collaboratively and manage a team effort.
- Demonstrated ability to guide and provide strategic insight on the county budget process to agency management and program staff.
- Experience with researching, preparing, and presenting reports to senior managers, and/or various committees, boards, and commissions.
- Ability to manage professional and paraprofessional employees.
- Considerable experience in Microsoft Office Suite application, including high-level proficiency with Microsoft Excel to analyze and manipulate data.
- Experience with SAP or other similar system for financial management and processing.
- Experience with management and reporting of Federal and State funding.
- Experience with revenue collection procedures and forecasting multiple revenue streams.
- Ability to interface with central staff departments (ex: County DMB, DHR, Finance, Procurement and Material Management) for seamless collaboration.
- Knowledge of the mission, goals, objectives, funding sources, organizational structure, workload, and staffing of the organizational unit or program.
- Knowledge of the principles, practices, and techniques relating to the functional area of business operation.
- Knowledge of statutory and regulatory requirements governing application of program funding, execution of program activities, and achievement of program outcomes.
PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature. However, incumbent may be required to do some walking, standing, bending, and carrying of items up to 25 pounds. Ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community.
