PAY AND BENEFITS

Annual Pay Range: $84,543.83- $114,135.48

Hourly Pay Range: $40.646072 - $54.872828

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

Clackamas County is seeking a dedicated Environmental Health Supervisor to lead our licensing and inspection team. This pivotal role plans, prioritizes, assigns, reviews and supervises the work of the county's environmental health program. The ideal candidate will collaborate with staff, coordinate efforts for maximum efficiency, and provide technical oversight essential for environmental health compliance and quality assurance.

The Public Health Division plays a crucial role in ensuring the health and safety of the community. It operates through a comprehensive framework of services aimed at disease prevention, health promotion, and environmental safety. The division's multifaceted approach includes managing infectious diseases, maintaining clean and safe environments, and providing access to healthcare services. Additionally, it focuses on public health advancements through educational programs on nutrition, immunization, and substance abuse prevention.

The Environmental Health Supervisor is integral to this system, overseeing the inspection of facilities to ensure they meet health standards and collaborating with disease control services to manage outbreaks.

This role is distinct from other positions within the health department, such as the Environmental Health Specialist, who conducts inspections without supervisory duties, and the Public Health Program Manager, who has a broader scope of responsibilities across various health services and programs. The Environmental Health Supervisor's work is essential for the enforcement of public health laws and the protection of community well-being.

Required Minimum Qualifications/ Transferrable Skills:*

• A minimum of three (3) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position.
• Must be registered as an Environmental Health Specialist in the State of Oregon; and meet the standards for an Environmental Health Specialist as outlined by https://oregon.public.law/statutes/ors_700.030.

Preferred Special Qualifications/ Transferrable Skills:*

• Prior experience supervising or leading a team
• Experience overseeing training and development of new staff
• Project management, policy, and/or other leadership training
• Experience overseeing the work of others and developing quality assurance measures and methods for the work of a program or team
• Experience teaching in a classroom setting and/or preparing presentations and public speaking
• Expert level technical experience performing all types of inspection and enforcement work
• Masters of Public Health Administration (MPA) or equivalent specific to management

• Must pass a criminal history check which may include national or state fingerprint records check
• Driving is required for County business on a regular basis or to accomplish work. TYPICAL TASKS

• Develop and implement strategic plans to achieve the Environmental Health Inspection team's objectives in accordance with Public Health Law.
• Promote and enhance environmental health programs through the development and recommendation of policies, projects, and procedures.
• Ensure program services adhere to state and county regulations through diligent monitoring and evaluation.
• Supervise comprehensive inspections across various facilities, ensuring adherence to public health laws and safety regulations.
• Manage and coordinate response efforts for public health concerns, including drinking water safety and disease outbreak investigations.
• Lead and mentor a team of Environmental Health Specialists, fostering professional growth and ensuring high-quality performance.
• Facilitate staff development and training programs to maintain a knowledgeable and skilled workforce.
• Engage with state and local organizations, acting as a liaison and expert in environmental health matters, to promote public welfare.
• Provide technical assistance and information to address complex issues, mediate disputes, and interpret health codes for the community.
• Negotiation and Development: Engage in the negotiation, development, and monitoring of contracts and intergovernmental agreements, ensuring they meet all contractual requirements and adhere to established standards, policies, and legal guidelines.
• Budget Management: Actively participate in the budget development process, maintain control over the approved budget, and recommend staffing changes. Oversee expenditures and manage inventory for Food, Pool, and Lodging field equipment, as well as order necessary field supplies.
• Funding and Grants: Research potential alternative funding sources, prepare grant proposals, manage grant funds, and ensure compliance with auditing procedures. Develop additional funding proposals and manage program expenditures, while maintaining detailed computerized records.
• Data Analysis and Reporting: Conduct thorough research studies to support departmental goals and objectives. Analyze data, prepare reports, and develop proposals to evaluate service operations and ensure compliance with standards.
• Communication and Outreach: Plan and assist with Environmental Health communication, education, and outreach initiatives, tailored to the needs of a diverse community to enhance environmental health outcomes. Provide support for public and media information requests.

WORK SCHEDULE

This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

This position is eligible for hybrid on-site/telework subject to the https://dochub.clackamas.us/documents/drupal/9065b5fb-2237-47ce-9534-e7c8c40fc2bc and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
