POSITION OVERVIEW: The Grant Writer / Administrator finds grants for all departments/agencies in the City of Columbus and plans, organizes, and administers grants for the City of Columbus, Indiana.  Under the supervision of the Controller and in collaboration with other Department leaders and administrators, this position is responsible for researching, writing, and securing, administering, and monitoring compliant use of various Federal, State, Local and Foundation grant proposals and receipt of grants for the City of Columbus, Indiana. The Grant Writer / Administrator will insure that reporting and compliance deadlines are met, and funds are tracked for internal controls and compliance reporting consistent with relevant ordinances, state and federal statutes and regulations. The Grant Writer / Administrator establishes and maintains effective working relationships with various government and private entities and internally, City departments. 

 

EMPLOYMENT QUALIFICATIONS:

  • Research and identify funding prospects through private and public foundations, corporations, and government entities to generate revenue for City Programs, Departments and projects;
  • Produce high quality letters of inquiry, grant proposals, grant applications, compliance reports, funder reports and briefing papers within designated time constraints; 
  • Communicate with staff within the City and with other agencies/foundations as well as work collaboratively to implement grant writing proposals, projects and administration of received grants; 
  • Participate in meetings as necessary for grant matters and grant application prioritization, make presentations and facilitate meetings with potential grant providers/funders. 
  • Identify funding opportunities and new program areas to match priorities, using research tools. 
  • Develop budget and financial report documents in collaboration with program and fiscal staff. 
  • Coordinates with others in the Finance Department to account for all grant funds. 
  • Monitor and maintain government grant and contract documents. Ensure compliance and meet reporting requirements for existing grants. 
  • Support the relationship between the City of Columbus and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promote City goals and priorities, and comply with all City policies and procedures;
  • Maintain confidentiality of work-related issues and City information when confidentiality is required and facilitate transparency when transparency is expected; 
  • Maintain records and effectively communicate ROI (return on investment) regarding the grant writing / administration position; 
  • Take direction and work effectively and collaboratively; 
  • Performs other duties as required or assigned. 

 

EDUCATION AND/OR EXPERIENCE: 

  • Bachelor’s Degree in Business or Public Administration, or related field preferred. Experience in grant writing / administration may be substituted. 
  • Prefer two (2) years of experience in grant research, writing, development, or grant administration, compliance, finance, or public administration. 
  • Equivalent combination of education, training and experience will be considered. 
  • Past success in securing grants for projects and programs preferred. 

 

KNOWLDEGE/SKILLS:

  • Effective oral and writing skills for grant development required
  • Proficiency in Microsoft Excel, ability to learn TylerMUNIS and/or other finance and grant tracking software, ability to manage effectively database information
  • Accounting and auditing principles skills relating to grants administration 
  • Knowledge of or ability to learn Federal, State, County and City laws, rules, regulations and ordinances
  • Knowledge of or ability to learn practices, procedures and principles of grants administration and interworking of funding sources at all government levels. 
  • Must be effective in promotion of City mission and vision in grant communications.
  • Knowledge of City operations, policies and procedures preferred
  • Competency with entire Microsoft Office Suite and working knowledge of the Internet and database applications, management and research tools. 
  • Handling and prioritizing multiple funding sources, projects and programs that have Federal, State, County and City sources of funding, laws, ordinances, rules, and regulations. 
  • Establish and maintain effective working relationships with county, state, and federal partners. 
  • Must be available for occasional and periodic travel for ongoing training, conferences, grant/funding opportunities.

 

PHYSICAL REQUIREMENTS: The Grant Writer / Administrator will work in City Hall in the Department of Finance to encourage collaboration and cross-training, which is also a central City of Columbus location for collaborative grant projects with City Department leaders and administrators.  The Grant Writer / Administrator will use Finance department office equipment and a computer as well as make presentations in person to groups. The Grant Writer / Administrator shall visit other City departments, the community, meet residents, review facilities and infrastructure to fully understand grant needs in the City.

 

ENVIRONMENTAL CONDITIONS: The Office of Finance is located in a busy office. The Grant Writer / Administrator is faced with constant interruptions and must meet with others on a regular basis. 

 

SENSORY DEMANDS: The Grant Writer / Administrator must spend extended periods of time in concentration. The Grant Writer / Administrator must also spend extended periods of time on the computer conducting financial analysis, managing data effectively, and prepare detailed reports which requires attention to detail and high levels of accuracy. 

 

OTHER DEMANDS: The Grant Writer / Administrator must meet multiple competing deadlines and will have to manage a number of requests and situations at one time. The Grant Writer / Administrator must work well with a diversity of departments, people, agencies, and organizations.

The City of Columbus, Indiana is a qualified public service employer for student loan forgiveness through the federal Public Service Loan Forgiveness (PSLF) Program. 

 

 

RESIDENCY:

  • Must reside in Bartholomew County or adjoining county within six (6) months of employment.

 

DRUG/ALCOHOL TESTING:

  • This is a safety sensitive position and as such is subject to the City's Drug and Alcohol-Free Workplace Program which includes: pre-employment testing, random testing, post-accident testing, reasonable suspicion testing, return-to-duty testing, and follow-up testing.
